About this file

This document contains the specifications and requirements for the State of Illinois Department of Transportation to procure Double Face Pressure Sensitive Motor Vehicle Inspection Certificates of Safety for vehicle windshields and exterior vehicle surfaces. The certificates must meet strict design, quality, and performance requirements, including security features to prevent counterfeiting. The certificates will be individually serialized, packaged, and delivered to the Commercial Vehicle Safety Section. Bidders must demonstrate robust in-plant security measures and submit confidential statements detailing their system for protecting against unlawful reproduction. Samples will be tested, and the State reserves the right to approve the acceptability of the certificates and any proposed alterations. Delivery will be made to specified locations, and the State may reject any certificates not meeting contract requirements.

The specifications also include requirements for the furnishing of insert numerals to denote the month and year of expiration on the certificates. The numerals must be fade-proof, securely adhere to the certificates, and include security features. ACCEPTABILITY: Any and all pressure sensitive certificates proposed must be acceptable to the Department of Transportation Commercial Vehicle Safety Section as to design, quality and performance characteristics for the purpose intended.

DESIGN: 11.43cm (4-1/2") wide x 7.62cm (3") high including a 0.64cm (1/4") edge on left side beyond perforation; 10.80cm (4-1/4") wide x 7.62cm (3") high torn out size.

COLOR: Background will be white with printing overprinted in black ink. Colors will be guaranteed not to fade for a period of twelve (12) months after certificate has been applied to the vehicle. Color proof samples will be submitted on actual paper stock to the Department of Transportation for approval by Chief, Commercial Vehicle Safety Section, prior to manufacture.

Bidder will furnish all type and camera copy.

The certificate shall incorporate two areas rectangular in shape suitable for placing an insert numeral that signifies the month of expiration and the year of expiration. These rectangular areas shall measure 3.49cm (1-3/8") wide by 4.92cm (1-15/16") high. The top of these rectangular areas shall be located 0.873cm (11/32") from the top of the certificate. The bottom of these rectangular areas shall be located 1.826cm (23/32") from the bottom of the certificate. The left side of one rectangular area shall be located 0.556cm (7/32") from the left edge of the certificate. The right side of the other rectangular area shall be located 0.556cm (7/32") from the right edge of the certificate.

The serial number and the rectangular area for the insert numeral design and location on the Certificate of Safety shall be such that to insure that the "INSERT NUMERALS FOR USE ON

WINDSHIELD AND TRAILER INSPECTION CERTIFICATES OF SAFETY TO DESIGNATE

MONTH AND YEAR", specified as part of this total order, can be placed on the certificate easily to provide a "complete Certificate of Safety", as shown on the attached sample.

MATERIALS: The certificate shall consist entirely of a pressure sensitive adhesive coated layer-built structure. The design shall be an integral part of the certificate. The certificate shall incorporate a pantographic tint to read "STATE OF ILLINOIS". The protective slip of the certificate shall not be less than 0.00762cm (0.003”). The protective slip shall contain a scalloped cut vertically midway for easy removal and scored at cut line in the "as received" condition without immersion in water or other preparations. After removal of the protective slip, the finished certificate shall not less than 0.01778cm (0.007").

The adhesive portion of the certificate must be securely anchored to the pigmented layers which form the design of the certificate and shall be insoluble in water. It must not be possible to remove any adhesive at all by violent rubbing with a bare finger. Secure and permanent adhesion by the certificate shall be obtained to the interior of automobile glass windshields or to exterior opaque surfaces.

-2-

MANUFACTURING PROCEDURE, PROTECTION, ETC.: All printing, numbering and design work on the face of the certificate shall be completed before application of the adhesive. The face of all the certificates must carry a specially formulated pressure sensitive adhesive that requires no water, solvent, or other wetting agent for activation. No activation of the adhesive shall be necessary. Over this adhesive must be placed an easily removed transparent slip sheet which will protect the certificate until ready for use. It shall be capable of remaining completely so affixed until it is intentionally and manually removed; and when removed, the certificate shall be made that once applied it will attain such a tight bond to the surface that it cannot be removed without being destroyed or voided so that it cannot be reused on another windshield. Materials bearing security safety slits are not acceptable. Procedures are to protect against illegal reproduction, removal and display. Bidder shall submit a separate confidential detailed statement to the Illinois Department of Transportation, Commercial Vehicle Safety Section, explaining fully his system for the protection of the State against unlawful reproduction and his methods by which such reproduction can be detected by inspectors of the State. The confidential statement shall not be a part of the bid but shall be submitted to the Chief of the Commercial Vehicle Safety Section after contract has been made. Other types of emblems which will offer similar service and protection for purpose will be considered.

Bidder must also outline his system of control in the process of manufacture, so that the Chief of the Commercial Vehicle Safety Section may determine accurately that all Certificates of Safety manufactured are carefully guarded during the process of manufacture, and as to storage pending shipment or delivery. Contractor's plant must be equipped with burglar or hold-up alarm system which is satisfactory to the Chief of the Commercial Vehicle Safety Section. All work under this contract must be performed wholly within the premises of the contractor. No part of the contract may be sublet or performed in any other establishment. No assignment of the contract in whole or in part may be made without the consent of the State.

Authorized agent or agents of the State, presenting proper credentials, may at the State's option, act as inspectors during the process of manufacture and shall be accorded all privileges and assistance to carry out the function.

SAMPLES SHOWING QUALITY: Bidder will be required to furnish with bid actual samples of Certificates of Safety. The samples will be retained by the Commercial Vehicle Safety Section as standards of comparison for shipments delivered under the contract, which shall not be inferior to the specifications contained herein. These sample certificates must have been manufactured by the firm submitting the bid. A. Apply certificate to dry, clean glass at room temperature. Bake glass in oven at 93.5 degrees C. (200 degrees F.) for two (2) hours. RESULT: The certificate must not be removable without being destroyed or the word "VOID" must appear prominently in the removed film and on the glass.

B. Apply certificate to dry, clean glass at room temperature. Attempt to remove certificate intact by dry scraping with a sharp razor. RESULT: The certificate must not be removable without being destroyed or the word "VOID" must appear prominently in the removed film.

C. Apply certificate to dry, clean glass at room temperature. Soap certificate with Carbon

Tetrachloride for thirty (30) minutes. RESULT: The certificate must not be removable without being destroyed or the word "VOID" must appear prominently in the removed film and on the glass.
