MEMORANDUM FOR SEE DISTRIBUTION

This is a strategic memorandum from the Department of the Army's Office of the Assistant Secretary for Acquisition, Logistics and Technology dated 20 July 2026, establishing the Army's foundational strategy for Information and Communications Technology Supply Chain Risk Management (ICT-SCRM). The memorandum directs a shift from disconnected, compliance-based activities toward an integrated, operationalized framework designed to accelerate delivery of secure capabilities while managing and mitigating risks to Army data and networks. The strategy is a co-signed initiative between the Army's Assistant Secretary for Acquisition, Logistics and Technology (ASA(ALT)) and the Chief Information Officer (CIO), ensuring unified governance between acquisition and procurement authorities and IT network standards.

The implementation framework establishes two primary strategic lines of effort: (1) Integrated Governance and Policy, whereby the Army will establish a unified governance framework for ICT-SCRM co-led by ASA(ALT) and the CIO to optimize acquisition, procurement, and IT management authorities; and (2) Trusted Marketplace through Illumination, enhancing procurement channels through supply chain illumination and protection tools to vet vendors, products, and foreign ownership pre- and post-contract award, implemented initially within the Product Lead Digital Market. Key responsibilities are distributed among ASA(ALT), the CIO, and the Deputy Chief of Staff (DCS), G-6, with initial implementation milestones targeting completion by September 30, 2026 through December 31, 2026, including policy development, internal control implementation within procurement channels, vendor compliance monitoring, and development of supply chain illumination tools. Points of contact are identified as Ms. Erin Valliere for ASA(ALT) and Ms. Tonya Barrow for the CIO.
