Appendix A: Labor Categories

Key Personnel (Staffed at all times)

Administrative Project Manager: Management/Oversight of Contract and Contractor Personnel

• When required, the FAA CO or designated representative may issue task requests and specific requirements supporting AAM-500 research by written correspondence. The Administrative Project Manager shall be the focal point for Tasks ordered by the FAA.

• Oversee contract employees’ performance of assigned tasks/work plans and their deliverables (products and services): supervision of Contract employees assigned to the tasks. Is available to provide status for tasked performance and deliverables supporting AAM-500 when requested by the CO or designated COR.

• Conduct performance reviews with contract employees.

• Manage day-to-day operational aspects of the performance of research activities

• Ensure compliance with FAA/CAMI processes/standards/directives (Work Hours, Training, Security Controls, Inventory, Travel, QMS, Audits, Safety, etc.).

• Track and report contract employees’ hours and expenses to the COR and the Branch Managers on a monthly basis.

• Coordinate contract research activities with the Aerospace Human Factors Research Division's principal investigators and managers regarding particular task assignments as described in the Performance Work Statement.

• Direct, organize, and manage the work activities of all contract personnel to ensure the accuracy and timely completion all tasks.

• Provide reports and summaries of contract progress for all assignments to Aerospace Human Factors Research Division's principle managers.

• Perform duties as required to assist in the research efforts of the Aerospace Human Factors Research Division.

• Assist in preparation for visitors to AAM-500 and providing tours to visiting scientists, residents in aerospace medicine, etc.).

• Assist in the execution of the Division’s research program (e.g., coordination of meetings, volunteer research subject recruitment, and acquisition of material).

Technical Project Manager / Task Leader

• Manages technical aspects of assigned research activities or tasks.

• Submits monthly reports (with each invoice) and resolution of issues (if required). The monthly report shall include the content defined by Contract Deliverable Requirement List (summary of tasks ordered, tasks status), identify problems (if any), propose a resolution, list contract funds obligations, and expenses in Contractor Format

• Program Management Reviews scheduled by mutual agreement between the PI and Contract Project Manager.

• Keep the FAA informed of all problems that impact or potentially impact performance and completion of Contracts.

• Oversee performance of assigned tasks/work plans and deliverables (products and services). Provide status for tasked performance and deliverables when requested by the Contract Manager or task PI.

• Monitor contractual resources in accordance with the contract and the goals of the Research Program Directives.

• Address resources in support of changing needs and requirements.

• Ensure deliverables are complete and timely (e.g., project/research activities documents, SW, analyses).

• Establish, maintain, and manage a quality assurance program to ensure the accuracy and completeness of task products.

Air-Traffic Control Subject Matter Expert Must have previously attained certification in performing the following activities at FAA Air Traffic Control en route, TRACON, or tower facilities:

• Provide subject matter expertise regarding simulator design, scenarios, and data collection activities requiring air traffic control.

• In simulation, inform pilots about nearby planes or potentially hazardous conditions, such as weather, speed and direction of wind, or visibility problems.

• In simulation, issue landing and take-off authorizations or instructions.

• In simulation, transfer control of departing flights to traffic control centers and accept control of arriving flights.

• In simulation, provide flight path changes or directions to emergency landing fields for pilots traveling in bad weather or in emergency situations.

• In simulation, alert airport emergency services in cases of emergency or when aircraft are experiencing difficulties.

Senior PhD Scientist/Engineer/Systems Analyst Tasks required by this position include the ability to perform human factors research activities in accordance with AAM-500 requirements. The qualified candidate must be a recognized subject-matter expert and hold a PhD in the human factors research field, provide research project leadership for highly complex and challenging activities, and must be able to communicate and coordinate with government personnel. This position may involve planning, research, development, design, test, evaluation, and analysis of human factors research including flight deck or air traffic issues. Duties may include conducting research, performing data analysis, and providing professional consulting services. The work may require the application of scientific principles to study aviation-related safety issues. Duties may include but are not limited to:

• Writing reports, making recommendations and delivering reports, briefings and presentations to technical groups or organizations.

• Conducting feasibility studies, provide technical guidance and advice, and perform conference reviews, audits, and evaluations.

• Serving as a task leader on important, complex, time-sensitive activities.

• Working independently on an assigned project/task with little or no technical direction.

Senior I Computer Scientist/Systems Analyst Tasks required by this position include the ability to:

• Support human factors research by through computer engineering and computer systems analysis under ES computer science and software engineering under CSD and CSS. For clarity, a computer scientist working in ES domains primarily focus on physical multiple sensor and communications systems, real time and safety of flight while the software engineer working in CSS would focus on database related workflow or administrative system.

• Provide leadership to plan and facilitate the efficient implementation of upgrades for ATCARS (including en route and TRACON ATC simulators) and the Tower simulator. Participate effectively in project and program planning for simulation research with principal investigators, psychology technicians, computer specialists, and laboratory manager. Consistently interact in a proactive fashion with team members and laboratory personnel and provide support to principal investigators using the simulation laboratories so that research tasks can be completed as planned.

• Prepare time, cost and capability plans for near-term and longer-term modifications and upgrades to the simulators for consideration by the principal investigators and laboratory and division managers. Organize and implement plans to incorporate approved simulator upgrades and modifications in a timely manner to meet research needs.

Senior I Scientist/Engineer/Systems Analyst Tasks required by this position include the ability to perform human factors research activities in accordance with AAM-500 requirements. The qualified candidate must have research experience, provide research project leadership for highly complex and challenging activities, and must be able to communicate and coordinate with government personnel. This position may involve planning, research, development, design, test, evaluation, and analysis of human factors research including flight deck or air traffic issues. Duties may include conducting research, performing data analysis, and providing professional consulting services. The work may require the application of scientific principles to study aviation-related safety issues. Duties may include but are not limited to:

• Writing reports, making recommendations and delivering reports, briefings and presentations to technical groups or organizations.

• Conducting statistical analyses.

• Conducting feasibility studies, provide technical guidance and advice, and perform conference reviews, audits, and evaluations.

Senior I Statistician Tasks required by this position include the ability to:

• Support human factors research by working independently or as team lead to develop or applying high-level mathematical or statistical theory and methods to collect, organize, analyze, interpret, and summarize numerical data to provide usable information. May be required to oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.

• Provide leadership and analytical design requirements for high-visibility or mission critical aspects of a program.

• Participate effectively in project and program planning for simulation research with principal investigators, psychology technicians, computer specialists, and laboratory manager regarding appropriate analyses or study design required for effective analyses.

• Consistently interact in a proactive fashion with team members and laboratory personnel and provide support to principal investigators so that research tasks can be completed as planned.

General Administrative Support III Tasks required by this position include the ability to:

• Communicate with customers, employees, and other individuals to answer questions, disseminate or explain information, and address complaints.

• Administer experimental protocols to collect data.

• Create surveys using survey design software.

• Distribute surveys and download data using survey software.

• Utilize Microsoft Windows suite to prepare and maintain research documentation.

The qualified candidate must be experienced in the human factors research field, provide research project leadership for highly complex and challenging activities, and must be able to communicate and coordinate with government personnel. This position may involve planning, research, development, design, test, evaluation, and analysis of human factors research including flight deck or air traffic issues. Duties may include conducting research, performing data analysis, and providing professional consulting services. The work may require the application of scientific principles to study aviation-related safety issues. Duties may include but are not limited to:

• Writing reports, making recommendations and delivering reports, briefings and presentations to technical groups or organizations.

• Conducting advanced statistical analyses.

• Conducting feasibility studies, provide technical guidance and advice, and perform conference reviews, audits, and evaluations.

• Serving as a task leader on important, complex, time-sensitive activities.

Intermediate II Scientist/Engineer/Systems Analyst Tasks required by this position include the ability to perform human factors research activities in accordance with AAM-500 requirements. The qualified candidate must have research experience, provide research project leadership for complex and challenging activities, and must be able to communicate and coordinate with government personnel. This position may involve planning, research, development, design, test, evaluation, and analysis of human factors research including flight deck or air traffic issues. Duties may include assisting in the conduct of research and performing data analysis. The work may require the application of scientific principles to study aviation-related safety issues. Duties may include but are not limited to:

• Assist with writing reports and delivering reports, briefings and presentations to technical groups or organizations.

• Assist in the development of research and data analyses plans.

Intermediate I Scientist/Engineer/Systems Analyst (Human Factors Research Assistant) Tasks required by this position include the ability to perform human factors research activities in accordance with AAM-500 requirements. The qualified candidate must have experience in a related field and must be able to communicate and coordinate team activities. This position may involve planning, research, development, design, test, evaluation, and analysis of human factors research including flight deck or air traffic issues. Duties may include assisting in the conduct of research and performing data analysis. The work may require the application of scientific principles to study aviation-related safety issues. Duties may include but are not limited to:

• Assist with writing reports and delivering reports, briefings, and presentations.

• With minimal supervision, prepare surveys, collect data, manipulate, and manage extensive databases

• Develop content and structure for surveys, collect data, manipulate and manage extensive databases.

• Develop IRB documentation

• Obtain informed consent of research subjects or their guardians.

• Perform descriptive statistical analyses of data, using computer software.

Senior II Trainer/Training Materials Specialist Tasks required by this position include the ability to:

• Educate end users on how to use the various software applications via hands-on, classroom training as well as one-on-one sessions for end users requiring individual attention. This process focuses on the specific functionality of each application yet goes on to include the synergies between applications. The trainer also identifies any changes to the system that have arisen from end user recommendations during the training process and assures that they are incorporated into the system blueprint.

Intermediate II Trainer/Training Materials Specialist Tasks required by this position include the ability to:

Technical Support VI (Airframe and Power Plant (A&P)) Tasks required by this position include the ability to:

• Provide subject matter expertise regarding simulator design, scenarios, training, and data collection activities requiring airframe or power plant technicians/maintainers.

• Provide expertise regarding controls to generate specified electrical power or to regulate the flow of power between generating stations and substations.

• Provide expertise regarding power plant equipment and indicator monitoring and electrical requirements.

• Provide expertise regarding auxiliary equipment and power generating equipment.

Technical Support III Tasks required by this position include the ability to:

• Provide widely varied technical support. In ATS, technical support includes everything from modification of facilities, to testing sites, remediation of sites, and similar technician activity. In BAM, technical support includes graphical artist specialists. In CSD, technical support includes graphical design. For ES, technical support means technicians to support the engineering efforts. These may be test technicians, installation technicians, support technicians, etc. In CSD, technical support is help desk, computer installation, copier support, telephone support, etc. In equipment maintenance, the technical support is an equipment repair technician and includes depot through field repairs.

General Administrative Support IV Tasks required by this position include the ability to:

• Communicate with customers, employees, and other individuals to answer questions, disseminate or explain information, and address complaints.

• In simulation, start engines; operate controls, and pilot airplanes to transport passengers, mail, or freight, adhering to flight plans, regulations, and procedures.

• In simulation, contact control towers for takeoff clearances, arrival instructions, and other information, using radio equipment.

• In simulation, monitor gauges, warning devices, and control panels to verify aircraft performance and to regulate engine speed.

General Aviation Pilot or Helicopter Pilot (Subject Matter Expert)

• Provide subject matter expertise regarding simulator design, scenarios, and data collection activities requiring general aviation or rotorcraft pilots.

• In simulation, use instrumentation to guide flights when visibility is poor.

• In simulation, start engines; operate controls, and pilot airplanes or rotorcraft to transport passengers, mail, or freight, adhering to flight plans, regulations, and procedures.

• In simulation, contact control towers for takeoff clearances, arrival instructions, and other information, using radio equipment.

• In simulation, monitor gauges, warning devices, and control panels to verify aircraft performance and to regulate engine speed.

Subject Matter Expert (Large/Med Unmanned Systems – pilot license) Tasks required by this position include the ability to perform human factors research activities in accordance with AAM-500 requirements. The qualified candidate must be a licensed unmanned pilot of systems 55lbs or greater, with at least 100 hours of experience. This position will involve research activities such as: Provide Subject Matter Expertise to assist with defining research needs, research plan development and review, testing and evaluation of research instruments including simulators, and assisting with the collection of data.

Subject Matter Expert (Unmanned Systems – certified) Tasks required by this position include the ability to perform human factors research activities in accordance with AAM-500 requirements. The qualified candidate must be a licensed unmanned pilot of systems, with at least 100 hours of experience. This position will involve research activities such as: Provide Subject Matter Expertise to assist with defining research needs, research plan development and review, testing and evaluation of research instruments including simulators, and assisting with the collection of data.

Subject Matter Expert (ATP and Commercial Pilots) Tasks required by this position include the ability to perform human factors research activities in accordance with AAM-500 requirements. The qualified candidate must be a Certified Commercial Pilot with an Airline Transport Rating. The candidate must have current flight qualifications and at least 100 hours of commercial flight experience in the last 6 months. This position will involve research activities such as: Provide Subject Matter Expertise to assist with defining research needs, research plan development and review, testing and evaluation of research instruments including simulators, and assisting with the collection of data.

Senior PhD Scientist/Engineer/Systems Analyst Tasks required by this position include the ability to perform human factors research activities in accordance with AAM-500 requirements. The qualified candidate must be a recognized subject-matter expert and hold a PhD in the human factors research field, provide research project leadership for highly complex and challenging activities, and must be able to communicate and coordinate with government personnel. • Support human factors research by through computer engineering and computer systems analysis under ES computer science and software engineering under CSD and CSS. For clarity, a computer scientist working in ES domains primarily focus on physical multiple sensor and communications systems, real time and safety of flight while the software engineer working in CSS would focus on database related workflow or administrative system.

• Provide leadership to plan and facilitate the efficient implementation of upgrades for ATCARS (including en route and TRACON ATC simulators) and the Tower simulator and support upgrade of AGARS, VGARS, UAS, and the VLJ. Participate effectively in project and program planning for simulation research with principal investigators, psychology technicians, computer specialists, and laboratory manager. Consistently interact in a proactive fashion with team members and laboratory personnel and provide support to principal investigators using the simulation laboratories so that research tasks can be completed as planned.

• Prepare time, cost and capability plans for near-term and longer-term modifications and upgrades to the simulators for consideration by the principal investigators and laboratory and division managers. Organize and implement plans to incorporate approved simulator upgrades and modifications in a timely manner to meet research needs.
