About this file

This is an Electronic Transaction Fee appendix for a Department of General Services (DGS) controlled procurement in Maryland, establishing the payment requirements and procedures for statewide and agency-specific contracts. The appendix outlines that contractors must remit an electronic transaction fee equal to one percent (1%) of the total invoiced amount for all sales made under the contract during each reporting period, calculated on the gross invoice amount less any returns or credits. Contractors are required to submit this fee no later than forty-five (45) calendar days after the end of each reporting period and must incorporate the fee into the contract's unit prices rather than charging it separately to customers or identifying it as a distinct line item or surcharge.

Contractors may submit the electronic transaction fee either via ACH transfer to the Comptroller at GADACH@marylandtaxes.gov using the specified ACH-Direct Dep Auth form with a notation that the payment is for "DGS 1% Fee," or by check to the Department of General Services, Fiscal Services Division at 301 W. Preston Street, Room 1309, Baltimore, MD 21201. Simultaneously with fee payment, contractors must submit a Monthly Usage Report in Microsoft Excel format documenting all contract sales to dgs.statewidecontractsusagereport@maryland.gov using the required template for vendor monthly usage reporting. Failure to timely and accurately remit the electronic transaction fees constitutes a material default under the contract. The effective date of this appendix is January 2026, and it applies to the Workiva Financial Reporting module contract opportunity in Maryland.
