About this file

This appendix document outlines the electronic transaction fee requirements for a Department of General Services (DGS) controlled procurement in Maryland, specifically applicable to the Physical Education Supplies and Equipment contract with Montgomery County Public Schools (MCPS). The contract requires the contractor to remit an electronic transaction fee equal to one percent (1%) of the total invoiced amount for all sales made under the contract during each applicable reporting period. The fee must be calculated on the gross invoice amount, less any returns or credits, and submitted no later than forty-five (45) calendar days after the end of each reporting period. The contractor is prohibited from charging the electronic transaction fee directly to customers or identifying it as a separate line item on any invoice and must incorporate the fee into the contract's unit prices.

The contractor has two payment options for remitting the electronic transaction fee: submission via Automated Clearing House (ACH) to the Comptroller with notation that the payment is for "DGS 1% Fee," or by check to the Department of General Services, Fiscal Services Division at the specified Baltimore address. Simultaneously with fee payment, the contractor must submit a Monthly Usage Report documenting all contract sales electronically in Microsoft Excel format to dgs.statewidecontractsusagereport@maryland.gov using the required template. Failure to timely and accurately remit the electronic transaction fees will result in contractor default under the contract. This appendix became effective in January 2026.
