About this file

This is an Electronic Transaction Fee appendix document applicable to Department of General Services (DGS)-controlled procurements in Maryland, including Statewide and Agency-Specific Contracts. The document establishes mandatory fee requirements for contractors engaged in sales under covered contracts. The appendix specifies the administrative procedures, reporting requirements, and payment mechanisms that contractors must follow throughout the contract term. The effective date of these requirements is January 2026.

Contractors are required to remit an electronic transaction fee equal to one percent (1%) of the total invoiced amount for all sales made under the contract during each reporting period, calculated on the gross invoice amount less returns or credits. This fee must be remitted within forty-five (45) calendar days after the end of each reporting period either via Automated Clearing House (ACH) transfer to the Maryland Comptroller or by check to the Department of General Services' Fiscal Services Division at the specified Baltimore address. Contractors must simultaneously submit a monthly usage report in Microsoft Excel format documenting all contract sales to the designated state email address. The fee must be incorporated into contract unit prices and cannot be charged separately to customers or identified as a distinct line item on invoices. Failure to timely and accurately remit the electronic transaction fees constitutes default under the contract.
