About this file
This document is an Abbreviations and Definitions appendix supporting an Invitation for Bids (IFB) issued by the Maryland Department of Health (MDH) for Laboratories, Administration Courier Services. The solicitation seeks a contractor to provide scheduled pick-up, transport, and delivery of laboratory coolers, supplies, human diagnostic specimens, environmental samples, and mail between the Central Laboratory located at 1770 Ashland Ave. in Baltimore and clinics in Regions A through F according to specified schedules outlined in Appendix 8. The IFB became effective in July 2024 and includes detailed definitions of key terms and abbreviations relevant to bid submission and contract administration, including roles such as the Procurement Officer, Contract Monitor, and Contractor Personnel.
The appendix establishes foundational definitions necessary for bid package preparation and contract execution, including specifications for the Price Form (Attachment B), bid package requirements, and evaluation criteria. Key definitions address data security and compliance requirements, including Protected Health Information (PHI), Personal Information (PII), Sensitive Data, and Security Incidents, reflecting the healthcare-sensitive nature of the work. The document defines important procedural terms such as Notice to Proceed (NTP Date), Normal State Business Hours (8:00 a.m. to 5:00 p.m., Monday through Friday, excluding state holidays), and references compliance requirements under the Code of Maryland Regulations (COMAR), including Minority Business Enterprise (MBE) and Veteran-owned Small Business Enterprise (VSBE) certifications. Business days are defined as Monday through Friday excluding state holidays, with all times referenced as Eastern Time Zone unless otherwise specified.
