About this file

This is an Emergency Purchase Statement issued by the State of Illinois Chief Procurement Office for the Illinois Department of Transportation (IDOT). The document authorizes an emergency procurement for continued audit and compliance services from Baker Tilly Virchow Krause, LLP dba Baker Tilly Advisory Group, LP, located in Madison, Wisconsin. The services are provided to IDOT's Bureau of Investigations and Compliance (BIC) and include internal and external audits on a demand-based basis with no guaranteed minimum work. Specific services encompass application and general control reviews, overhead audits, consultant agreement and contract cost audits, contract management audits, railroad and utility audits, and grant-related reviews. All audit work must be conducted in accordance with federal and state laws, regulations, and professional auditing standards including GAGAS, GAAS, GAAP, FAR, AASHTO Audit Guide, 2 CFR 200, and the Grant Accountability and Transparency Act. The emergency purchase was authorized on August 31, 2026, and covers a 90-day period following a service interruption from August 24 through August 30, 2026, while the formal RFP process is completed and a new contract is executed.

The estimated expenditure for this emergency purchase is $1,152,000.00, funded through State Appropriated Funds. The vendor was selected based on its existing fulfillment of services under the current contract, which expired on May 25, 2026. An initial emergency purchase was previously established for May 26 through August 23, 2026, but an extension failed to execute before expiration due to delayed signature receipt. Payments are made only for billable hours performed in accordance with approved work orders, with all personnel subject to advance Agency approval and no staff changes permitted without written approval following resume submission. The Department confirmed via email its intention to continue utilizing the current certified Business Enterprise Program (BEP) vendor as part of this emergency procurement, demonstrating compliance with competitive procurement requirements under 30 ILCS 500/20-30. The statement was signed on September 3, 2026, by Omolara Erewele, Procurement & Contracts Section Chief/APO, with an estimated final cost form to be submitted within ten days of the contract month's end.

This emergency purchase is necessary to immediately resume critical audit and compliance services supporting internal and external audits conducted by the Bureau of Investigations and Compliance (BIC).

Services were interrupted from August 24 through August 30, 2026, and continued disruption could delay required audits, reviews, and compliance activities.

Delays could disrupt required financial data submissions, audits, reviews, and compliance activities, potentially resulting in consultant non-approval and ineligibility to perform work on IDOT projects. This emergency purchase is necessary to immediately resume and maintain critical services and prevent further operational disruption while the RFP process is completed and the resulting contract is executed.

However, the required signature was not received within the necessary time-frame to allow the extension to be executed prior to the expiration of the initial emergency purchase.

Due to the interruption of services from August 24, 2026, through August 30, 2026, a 90 day emergency purchase is necessary to immediately resume and maintain critical audit and compliance services for the Agency while the RFP process is completed and the resulting contract is executed.
