About this file

This is an Emergency Purchase Statement issued by the State of Illinois Chief Procurement Office for General Services on behalf of the Illinois Department of Transportation (IDOT). IDOT sought an emergency procurement to purchase American Security Drone Act of 2023 (ASDA) and Federal Acquisition Security Council (FASC) compliant Unmanned Aircraft Systems to replace its grounded fleet of 28 DJI-based drones. The requested equipment includes thirteen (13) RTK intermediate form factor survey-grade multi-rotor UAS complete packages with thirteen (13) imagery cameras, ten (10) Light Detection and Ranging (LiDAR) cameras, and seven (7) thermal cameras; and thirteen (13) multi-function, small form factor, multi-rotor UAS complete packages with imagery, thermal, and survey capability. Each platform package includes all necessary controllers, batteries, chargers, cables, carrying cases, propellers, maintenance kits, and ancillary equipment. The emergency purchase was declared necessary to prevent disruption to critical state services affecting health, safety, and collection of substantial state revenues, as the Federal Highway Administration recommended on March 4, 2026, that IDOT ground its DJI-based UAS fleet on all federally funded projects, followed by an IDOT memorandum dated March 18, 2026, effectively grounding the entire fleet. The contract was awarded to Frontier Precision, located at 2300 S. Dirksen Parkway, Springfield, Illinois 62764, which was selected based on its expertise with UAS equipment and its existing state registration for expedited execution.

The total expenditure for this emergency purchase is $2,137,601.46, classified as an actual cost amount. Funding for this procurement derives from State Appropriated Funds. IDOT made efforts to conduct the emergency purchase with as much competition as practicable under the circumstances by contracting vendors known to have completed similar work through recent open bidding processes. The chosen vendor offered pricing aligned with known industry standards and demonstrated ability to meet the full scope of required services with sufficient staffing, skillsets, and geographic coverage. A search of qualified Business Enterprise Program (BEP) certified vendors within the relevant class code on the Certified and Registered Contractors website returned zero certified vendors, resulting in a 0% scope goal. No active state contract was identified as available for the required supplies and services. The emergency purchase was authorized and signed by Omolara Erewele, Procurement Section Chief/APO, on August 17, 2026.
