PURPOSE

This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for repair of the F-15E APG-82v1 Radar Power Supply, NSN 6130-01-619-8424FX, P/N 5231100-100, Common Integrated Sensor Processor (CISP), NSN 5975-01-667-3890FX, P/N 5243222-105, Receiver Exciter (REX), NSN 5985-01-670-0087FX, P/N 5231720-105, and Active Electronically Scanned Array (AESA), NSN 5985-01-643-8624FX, P/N 5241600-100. The parameters can be found below in the description section. The potential source should have a good knowledge of the specific information required to repair the Radar Power Supply, Common Integrated Sensor Processor, Receiver Exciter and

AESA.

Description

The Radar Power Supply (RPS) is a Line Replaceable Units (LRU) on the F-15E. The RPS powers the APG-82(V)1 radar system used on the F-15E. It receives, filters, and converts power from the aircraft’s Auto Transformer-Rectifier Units (ATRUs) to power to the following Radar Line Replaceable Units (LRU): Active Electronically Scanned Array (AESA), Receiver/Exciter (REX) and Common Integrated Sensor Processor (CISP).

The Active Electronically Scanned Array (AESA) is a type of phased array antenna, which is a computer-controlled antenna array in which the beam of radio waves can be electronically steered to point in different directions without moving the antenna.

The Receiver/Exciter (REX) serves two functions. The exciter provides precision excitation for the antenna. The receiver receives the return signal from the Antenna, performs initial processing, and converts the returned signal to digital form for further processing in the CISP.

The Common Integrated Sensor Processor (CISP) is responsible for radar system management and control, data and signal processing, and system performance monitoring and measurement.

The APG-82(V)1 is currently replacing the APG-70 through modification program. Wright Patterson completed the USAF Depot Source of Repair (DSOR) decision (07-54) which deemed the APG-82(V)1 radar workload to be fully organic. The USAF does not own the required technical data needed to develop a depot repair capability for sustainment of the radar’s hardware and OFP software. This technical data is owned solely by Raytheon. The USAF will develop the ability to sustain tactical OFP software, correct false alarms associated with the radars Built-In- Test (BIT) software, and correct Software Deficiency Reports (SDRs).

The RPS, CISP, REX and AESA are currently repaired under the Eagle Eyes Interim Contractor Support (ICS) contract, FA8634-16-C-2653. Boeing (CAGE 0PXV4) is the Eagle Eyes prime contractor; Raytheon Company (referred to as Raytheon throughout this document) is a subcontractor under the Eagle Eyes contract. Boeing subcontracts to Raytheon during ICS for depot hardware/software repair support at their facilities. Raytheon developed and is the AN/APG- 82(V)1 radar Subject Matter Experts (SMEs) for the radar hardware and OFP software.

This survey covers the following items:

NOUN NSN P/N

Radar Power Supply 6130-01-619-8424FX 5231100-100 Common Integrated Sensor Processor 5975-01-667-3890FX 5243222-105 Receiver Exciter 5985-01-670-0087FX 5231720-105 Active Electronically Scanned Array 5985-01-643-8624FX 5241600-100

The original equipment manufacturer for these items is Raytheon (CAGE 4U884), which maintains its configuration by part number and software version. The Government does not own any production level technical data in support of this requirement. As a result, Raytheon is the only known source with adequate knowledge of the F-15E’s RPS performance requirements and possession of the required technical data and capabilities needed to repair this item and ensure compatibility of the equipment. The RPS, CISP, REX, and AESA must meet all operational requirements currently in place for the F-15E RPS, CISP, REX, and AESA as currently provided by Raytheon. The delivered units must meet all performance tests as described in Raytheon’s test requirements documents. Furthermore, the costs associated with qualifying another repair source as well as the verification costs would be prohibitive and significantly delay the timeline to put a repair contract in place.

Interested sources may identify their interest and capability to respond to the requirements.

Interested sources must maintain facilities and cleared personnel for repairing, handling, storing, and maintaining information and operating systems with security classifications up to and including Secret.

Interested parties must be capable of providing repair production status on a monthly basis and must be capable of addressing deficiencies through Joint Deficiency Reporting System (JDRS), in accordance with the USAF Deficiency Reporting, Investigation and Resolution Process (ref. T.O.
