A-1. PREVENTIVE MAINTENANCE (PM) (Scheduled).

The Contractor shall perform, at a minimum, all services required at intervals of every six (6) months IAW the applicable Diesel Engine and Generator Set

Operations and Maintenance Manual(s). However, Semi-Annual, Annual and

Triennial PM’s may be performed at any time and in any order based on project schedules and ship conditions. This will be communicated by Temporary

Services Electrical General Foreman (or a designated representative) to the contractor. Note: Semi-annual is defined as every (6) months, but not more than seven months or less than (5) months. Annual is defined as every 12 months, but not more than thirteen months or less than eleven months. Triennial maintenance is to be completed every three years, this is completed as a major maintenance with the additional attributes of tables 2A (CAT) and 2B (MUSE), deviations from this schedule requires approval from the Cognizant Technical Organization listed

Types of preventative maintenance; Semi -annual for Caterpillar (Table 1A CAT), Semi – annual for MUSE (Table 1B MUSE), Annual for Caterpillar (Table 2A CAT), Annual for MUSE (Table 2B MUSE), Triennial for Caterpillar (Table 2A CAT + additional attributes section), Triennial for MUSE (Table 2B MUSE + additional attributes section).

A-1.1 It shall be the responsibility of the Temporary Services Electrical General

Foreman (or a designated representative) to notify the Contractor no less than fifteen (15) days prior to the desired preventative maintenance service date.

Semi-annual maintenance shall be conducted every six (6) months beginning with the first day of the contract year. Annual or Triennial maintenance (or any services required at greater intervals) shall be conducted in conjunction with the semi-annual maintenance that immediately precedes a period of extended use

(e.g. submarine engineered overhaul, etc.) or with the last semi-annual maintenance of the Contract Year (if the annual maintenance has not yet been completed). When selecting when to perform maintenance, consideration shall be given to limiting the impact to production and Ship’s Force personnel.

A-1.2 The Contractor shall perform preventative maintenance services as recommended in the manufacturer’s maintenance manual. The Government will provide available maintenance manual(s); however, if the Government does not have the maintenance manual(s), the Contractor shall be responsible for obtaining the maintenance manual(s). All replacement parts, materials, environmental compliance and Contractor personnel transportation used for preventive maintenance services shall be included in the contract unit price for preventive maintenance service.

A-1.3 The Contractor shall provide requested maintenance services to the emergency diesel generator and all components within the unit enclosure which includes but is not limited to the diesel engine/generator, integral load bank, fuel system and tanks, electrical/lighting system for the enclosure, heaters, enclosure breakers, , ventilation, air intake louvres and motors, the enclosure itself and any other equipment Temporary Services Engineering Division (Code 230) determines requires repair.

A-1.4 The Contractor shall provide requested fluid testing for the emergency diesel generator internal fuel tank and external fuel tank for microbial, sulfur content, bottom sediment, water bacteria culture and API gravity. Also, shall provide emergency diesel oil system analysis for wear element, infra-red, PQ, particle count, oil viscosity and gas chromatography. Also, shall provide emergency diesel generator coolant analysis for % Glycol, freeze point and boil point, pH, Nitrite, Moly, conductivity, color, appearance, odor, foam and oil. When requested perform a Level II Coolant Analysis or when a Level I Coolant Analysis requires a Level II Coolant Analysis to determine acceptability of Coolant.

A-2. MAINTENANCE SERVICE MEETING AND DOCUMENTATION.

Prior to and after any PM or RM services the Temporary Services Production

Shop (Code 990), the Temporary Services Engineering Division (Code 230), of

PNS and contractor shall perform a formal In/Out Brief. The Contractor shall fill out maintenance service documentation for all PM and RM services provided.

Table 1A CAT/1B MUSE or Table 2A CAT/2B MUSE shall be completed for maintenance records. Each maintenance service document shall contain the information listed below, as applicable to PM or RM services, and completed documentation shall be provided at the Out Brief with signatures from Code 990 and Code 230 acknowledging receipt of report. Also, a report shall be submitted within five (5) working days after completion of the maintenance services to individuals noted in paragraph 2.2. Either electronic or hard copy delivery is acceptable. Any of the below attributes that are not available shall still be addressed in the report.

a. PDF copy of the Product Status Report (Caterpillar) of the Electronic Control

Module (ECM).

b. PDF copy of the Fluid Sample Analysis Reports of the Fuel, Oil, and Coolant samples taken.

c. PDF copy of diesel generator parameters for the semi-annual/annual/ triennial maintenance (i.e. Caterpillar Units).

d. Date and time of service call notification and arrival at Government location.

e. Manufacturer, model, serial number and location of the equipment involved.

f. For PM, the labor hours spent and tasks performed.

g. For RM, labor hours and associated labor rates worked.

h. For PM and RM, all replacement parts used by part number, part name, quantity, condition (i.e. “like new” per para 7.0) and cost per unit.

i. Description of malfunction and work/service performed, and corrective action taken if action is a repair.

j. If the diesel generator was run/operated:

(1) Start and stop time (24HR).

(2) Start and stop hour meter reading of equipment.

(3) Reason for operation of the diesel engine.

k. Legibly printed name of Contractor personnel who accomplished work.

l. A total dollar amount due for services rendered based on the above work performed.
