About this file

This is a financial proposal request document for a Preferred Provider Organization (PPO) self-funded medical plan from the Maryland Transit Administration (MTA) for Functional Area 5, with solicitation number AGY-24-026-SR-A. The procurement seeks a five-year base contract with two optional two-year renewal periods, covering PPO medical insurance services for active and retired employees. The proposal is due on the submission date indicated on the document, with comprehensive requirements for administrative fees, claims repricing, provider network matching, and financial compliance across multiple attachments.

The financial proposal requires detailed submissions including administration and network access fees quoted on a per employee per month (PEPM) basis, guaranteed for the entire contract term. Key financial terms include holding administration fees flat for the first three years, with annual increases not exceeding 4% thereafter, and a requirement for annual claims projections and potential fee reductions. Vendors must provide a guaranteed provider aggregate discount percentage, with a portion of administrative fees at risk for failing to meet discount guarantees. The total projected expenses will be evaluated based on cumulative costs for the base five-year contract and two optional renewal years, with approximately 3,160 members and 5,655 total contracts expected.
