AOI -001 TITLE: Hickam AFB – 15th Medical Group

TECHNOLOGY AREA(S): Communications/productivity

DESCRIPTION: The 15th Medical Group’s assigned mission is to maximize medical readiness and improve health through Trusted Care. The MDG meets its mission by delivering low cost, high quality outpatient care for 3 Wings & 66 tenant units at JB Pearl Harbor-Hickam. It Provides 86K annual medical/dental encounters & 158K ancillary visits to 13.4K enrollees in the Hawaii enhanced Multi-

Service Market for 104K TRICARE beneficiaries. Additionally, it oversees a 10-building/$102M campus, $14.1M budget, & 287 manpower authorizations, while and supporting 167 Air Evacuation missions/1.2K pts annually.

The 15th MDG has a specific challenge that requires tailored solutions:

Topic: Personnel management tool

Problem Statement: The 15th Medical Group is seeking a productivity and personnel management tool that will allow 15th Med Group personnel to easily track and monitor telehealth meetings between doctors and patients while providing a fully customizable telehealth solution.

Background: During critical times such as Covid-19 and as the medical industry progresses further towards a ‘Telehealth’ environment between doctors, patients, and administrators, there has become an increasing need for a ‘virtual reception desk’ for patient check in, troubleshooting telecom issues, and preparing doctors for a successful and time efficient visit with their patients. The 15th MDG wishes to stay at the cutting edge of these current times and is looking for a small business that can offer a proprietary software platform. This proprietary software platform should provide personnel management technology solutions as a centralized platform connecting the 15th Med Group’s current systems with telehealth capabilities and HIPAA qualified virtual receptionists & scribes. The Telehealth solution should enable virtual consultations between doctors & patients with administrative and technical support provided by the supplier.

Discussion: The 15th MDG needs a centralized and comprehensive telehealth platform that will integrate with current video teleconference (VTC) platform. Current systems include Microsoft Teams, and Adobe

Connect. This should include a customizable software as a service product that will allow MDG personnel to easily track and monitor telehealth meetings between providers and patients, HIPAA compliant virtual receptionist and scribe as the human support element throughout the entire telehealth process, and full onboarding and training services that meet the 15th MDG standards. As a software solution, the 15th

Medical Group also requires a personnel management and time tracking tool to be an integrated part of the telehealth platform in order to track and monitor personnel operating with the telehealth solution i.e.

Virtual Receptionist and Scribe.

Requirements:

-Integrate supplier’s proposed product/services with existing 15th MDG systems such as MS teams, and

Adobe Co

-HIPAA Privacy Rule compliant personnel according to Federal law (review 45 CFR 160, 162 and 164).

-Partitioning with Discrete and Secure Privacy on Multiple Customers

-Ability to add/remove virtual scribes on-demand

-Ability to add/remove platform capabilities, tools, apps etc.

-Ability to source by 50 fields on candidates (name, address, qualifications, resume, etc)

-Ability to sort/search/prioritize candidates with 15 MDG specific algorithms

-Must have Talent portal with auto-Matching of virtual scribes (or other staff) to requirements

-Real time logging of time and dashboard views

-Ability to enable video clip features for each remote candidate

-Communication integration technology able to link 15th MDG existing systems (customizable to meet mission needs)

Proposal Guidance:

This AOI will remain open until 2:00 P.M., Hawaii Standard Time (HST) on 15 September 2020, although commercial solution proposals will be evaluated as they are received. Submitters who are not selected will be notified in accordance with the CSO.

Commercial Solution Proposals shall be submitted to Contract Specialist, Ms. Biannica Barksdale-Glay at biannica.barksdale@us.af.mil and the Contracting Officer, Ms. Kori McNabb at kori.mcnabb@us.af.mil.

Submission subject lines shall read “(Insert Company Name) PACAF CSO AOI 001 Submission.”

Submissions received after the specified due date and time or submitted through any other channels besides the aforementioned POC’s will not be accepted.
