Summary: Statement of Objectives – Safety Breathing Testing Services

This Statement of Objectives (SOO) issued by the Army Contracting Command-Anniston Army Depot (ACC-ANAD) establishes requirements for compressed breathing air sample testing services. The contractor must provide Grade D certification testing in compliance with OSHA 29 CFR 1910.134(i)(1)(ii) using testing protocols from the Compressed Gas Association G-7.1 2018 and National Fire Protection Association 1989-2019 standards. Testing must be performed by an A2LA-accredited laboratory and completed within 15 days of sample receipt. The contractor shall conduct analysis on 33 quarterly air samples drawn by Government Industrial Hygiene personnel, with sampling occurring in July, October 2026, and January and April 2027, following the same schedule for four one-year option periods. Additionally, the contractor must support up to 33 emergency air sample tests annually with overnight shipment capability. Test results must include initial and final certifications for 14 specific analytes with defined allowable limits (oxygen 19.5-23.5%, nitrogen 75.0-81.0%, carbon monoxide 5 ppmv, carbon dioxide 1000 ppmv, water 67-50 ppmv/Dewpoint F, and others). The contractor shall provide 24/7 personnel availability for email, telephone, and text communications at no additional cost. All materials, tools, equipment, and labor are the contractor's responsibility, and ANAD retains the right to review lab certifications and monitor service quality. Written solutions are due by 4:00 P.M. CDT on June 8, 2026, with questions due by May 29, 2026.

1.0 Objective

The Government has a need for the contractor to provide the most cost efficient yet qualified and experienced support for the testing of breathing air samples taken at Anniston Army Depot (ANAD) in accordance with Occupational Safety and Health Administration (OSHA) 29 Code of Federal Regulations (CFR) 1910.134[(i)(1)(ii)].

The contract period of performance will be one (1) base year with four (4) one-year option periods

2.0 Background

2.1. ANAD is a major Department of Defense (DoD) maintenance facility responsible for the repair, overhaul, and modification of various military vehicles and equipment. Accurate materials identification, verification, and testing are critical to ensuring the quality, safety, and reliability of these systems. ANAD lacks the in-house capacity to perform all required materials testing and therefore requires contracted support.

3. Requirements / Work Tasks

3.1 The contractor shall provide all materials, tools, equipment and labor for conducting tests on quarterly air samples pulled by the U.S. Government from designated buildings located at Anniston Army Depot.

3.1.1 The contractor shall provide “Grade D” certification for air samples as prescribed in OSHA 29 CFR 1910.134[(i)(1)(ii)] within fifteen (15) days after receiving the sample. The contractor shall have a Laboratory Accredited by the American Association of Laboratory Accreditation, (A2LA) perform analysis of compressed breathing air samples. Current Accreditation Certificate shall be required. The contractor shall conduct test of air samples using the testing protocol for the Compressed Gas Association, Inc., (CGA) G-7.1 2018 Grade D and National Fire Protection Association (NFPA) 1989- 2019 to include water vapor as required by 29 CFR 1910.134[(i)(1)(ii)]. Sites to be sampled may vary and will be determined by the Industrial Hygiene (IH) Office but will not exceed the number of samples outlined within this statement of work.

3.1.1.1 The contractor shall provide “Grade D” certification for air samples as prescribed in OSHA 29 CFR 1910.134[(i)(1)(ii)] within fifteen (15) days after receiving the sample. The contract shall provide initial and final results by email to the Contracting Officer’s Representative (COR) and Contracting Officer (KO) for all test results. The contractor shall ensure that personnel are available to answer communications via email, telephone, or text. All communication with the contractor in any format or subject shall be supplied by the contractor to support ANAD at no additional cost.

3.1.1.2 Contractor shall conduct test of air samples using the testing protocol for the Compressed Gas Association, Inc., (CGA) G-7.1 2018 Grade D and National Fire Protection Association (NFPA) 1989- 2019, including the following:
