About this file
This is a Justification for Other Than Full and Open Competition (Sole Source) memorandum from the 325th Contracting Squadron at Tyndall Air Force Base, authorizing a sole-source award to Evans Federal Solutions for specialized operator consoles. The Department of the Air Force requires the design, manufacture, and installation of operator consoles for the Air Operations Center (AOC) at Tyndall AFB, Florida. The consoles must precisely match the existing installed consoles in both IT footprint and aesthetic design, with a hard completion deadline of 30 September 2026. The existing AOC infrastructure was exclusively designed, manufactured, and installed by Evans Federal Solutions, making them the only vendor capable of seamlessly integrating new consoles with the current system without unacceptable delays or cost duplication.
The contracting officer justifies the sole-source award based on strict compatibility requirements and schedule constraints, noting that market research confirms no Commercial Off-The-Shelf (COTS) solutions are available meeting the precise IT and aesthetic compatibility requirements. Transitioning to an alternative manufacturer would require custom-designing a completely new solution for integration, risking delays that would extend past the September 2026 deadline. To protect government interests, the Contracting Officer will conduct a thorough price analysis prior to award to ensure a fair and reasonable price. The memorandum is signed by Lawrence Scroggins, TSgt, USAF, Contracting Officer, dated 28 June 2025.

DEPARTMENT OF THE AIR FORCE
325TH CONTRACTING SQUADRON (ACC)
TYNDALL AIR FORCE BASE FLORIDA
FROM: 325 CONS/PKAB
SUBJECT: Justification for Other Than Full and Open Competition (Sole Source) – Evans Federal Solutions Operator Consoles
1. The purpose of this memorandum is to document the justification to restrict competition and authorize a sole-source award to Evans Federal Solutions. This action is taken in accordance with (IAW) Revolutionized FAR Overhaul (RFO) 6.103-1, which permits sole-source acquisitions when only one responsible source can satisfy the agency’s requirements without causing unacceptable delays or duplication of costs.
2. The Department of the Air Force requires the design, manufacture, and installation of specialized operator consoles for the Air Operations Center (AOC) located at Tyndall AFB, FL.
This equipment must precisely match the currently installed consoles in both IT footprint and aesthetic design. Furthermore, there is a hard deadline: the installation of these additional consoles must be completed no later than 30 September 2026.
3. A sole-source award to Evans Federal Solutions is required due to strict compatibility requirements and schedule constraints. The existing AOC infrastructure was exclusively designed, manufactured, and installed by Evans Federal. Transitioning to a new manufacturer would require custom-designing a completely new solution to attempt integration. Utilizing a new vendor would cause unacceptable project delays, pushing execution past the 30 September 2026 deadline.
4. Market research indicates there are no Commercial Off-The-Shelf (COTS) solutions available that meet the precise IT and aesthetic compatibility requirements of the Tyndall AOC. Because Evans Federal Solutions owns the design of the current infrastructure, they are the only vendor capable of seamlessly matching the existing footprint and meeting the rigid installation timeline.
To ensure the Government receives a fair and reasonable price, the Contracting Officer will conduct a thorough price analysis prior to award.
Lawrence Scroggins, TSgt, USAF Contracting Officer
