Learning Management System (LMS) Industry Day Questions and Answers

1. Question: SSO. What technology is AOUSC interested in (i.e., OAUTH 2.0/ADFS/SAML)?

Response: SAML 2.0 integration with an internal service provider.

2. Question: “Bells and whistles” were mentioned…what “bells and whistles” might AOUSC be interested in (i.e., gamification)?

Response: Any non-typical options that add to LMS capability and functionality.

3. Question: What is the timeframe on this project?

Response: Anticipated Award date is March 1st; go live date is July 1st, 2020. Performance period: 1 Base Period with 4 1-year options

4. Question: Multitenant (multiple sub-domains). Does AOUSC want subdomains to share data?

Response: No.

NOTE: Multi-tenancy: Our current system is configured to provide a separate domain for each user group. The individual domains (per department) are coded to limit access to the designated department of users. Each domain contains its own catalog, course and offerings only viewable by its set of users. These domains contain permissions for various user levels such as, administrator, manager, instructor and learner, allowing each to perform the tasks allowed for the designated permission level.

There is also a national level catalog (which is also displayed for the individual domains) and overarching permission levels that allow for access to the entire system and the granting of individual domain access and permissions.

5. Question: Please give an example of “incorrect records” (Scenario #3).

Response: The statement (in Scenario #3 of the script) refers to incorrect data entered into the system that must be removed or corrected.

6. Question: Please talk about the training content – is it the same for everyone (i.e., across domains). Do you want to continue sharing content between accounts?

Response: There is currently a national catalog that all domains share however, the individual domains do not share content. Sharing could be a future consideration.

7. Question: Does U.S. Courts use the federal SF-182 for external training?

8. Question: Is this new procurement mandatory for the courts or just voluntary?

Response: Courts are not mandated to use the LMS, utilization is voluntary.

9. Question: Is Learning Center a link off of the JENIE portal?

Response: Yes.

10. Question: LMS Reports. How will page visit data be used?

Response: To assess issues with certain training content or with the system.

11. Question: What are you looking for the audit to show? That the employee did the action or the administrator?

Response: We need to be able to audit all level of user activity, including administrators.

12. Question: LMS Support. What is the scope of documentation and testing data scripts?

Response: To ensure that activities relevant to our functions are thoroughly tested and that we have appropriate documentation of how the system functions, including customizations.

13. Question: What kinds of information do you envision for best practices?

Response: Best practices will relate to those functions of the system that are mandatory for appropriate functionality or typical usage.

14. Question: Help Desk.

a. What are your expectations for Help Desk hours?

Response: 24 hours would be ideal. 8 AM – 8 PM (EST).

b. Who is the helpdesk for?

Response: Helpdesk will be used only be the top-level administrators (AOUSC) unless there are special circumstances.

c. What type of support for the helpdesk?

Response: Helpdesk support should be U.S. based and accessible via Email, Online portal and by phone.

15. Question: What is the expected number of users and educational assets? How many courses are in the current LMS database?

Response: Licenses are needed for up to 20,000 users. There are about 80,000-person records including about 40,000 inactive (separated) records and approximately 500,000 transcript records at an average 10 transcripts per person out of the 40,000 active users plus 100,000 historical records migrated from other sources.

16. Question: How much legacy data will be brought over?

Response: All historical data.

17. Question: Please describe what is required for integration?

Response: Three integrations are required - Skillsoft, HRMIS and JENIE. The new system must receive completion records from SkillSoft for all employees and connect them to the appropriate transcripts in the new LMS. In addition, the new system must make the SkillSoft web-based training available to all LMS users.

HRMIS is our person database and JENIE is used to send employee data to the LMS. These must be integrated to ensure that user profiles remain accurate and that access is maintained.

18. Question: Blackboard.

a. Can you clarify what is meant by integration? Do you mean clicking on an external link or integration with Blackboard and LMS?

Response: We anticipate that the integration between Blackboard and the LMS will ensure that training completion records from Blackboard would be transferred to learner transcripts within the LMS.

b. Are you looking to replace Blackboard?

19. Question: LMS Requirements.

a. What is meant by “custom” SkillSoft integration?

Response: The ability to ensure that SkillSoft training assets are usable and viewable in the LMS.

b. Can you provide examples of xAPI?

Response: xAPI does more than maintain the last page used and mark completion (like SCORM). It is an expanded way of tracking learning, including learning experiences that occur outside the LMS. We are looking to benefit from the expertise that the LMS provider will bring and should have in understanding and managing xAPI capability.

c. Please clarify “pushing training”.

Response: The ability to register users or actively promoting training via links or other mechanisms such as automatic enrollment of mandatory web-based training. Basically, providing users direct access to available training with few clicks or system entries.

d. Please explain the relationship between Instructor credits and analytics.

Response: The system should be able to capture and provide data on instructor credits by way of analytics (reporting) based on what is entered in the instructor credit fields.

e. How do you envision communication with new hires? Does the new hire get named later?

Response: By identifying those individuals and promoting training to them directly as well as through the system as appropriate. It is possible that the training may need to be sent to the person as nameless if there is a delay of their entry into the HR system.

f. Please define functions for mobile accessibility. Can a user come in through VPN on mobile or tablet?

Response: The ability to access the system via a mobile device will be based on security procedures designated by the Judiciary. To ensure security a user will likely have to come through the VPN for any type of access.

g. What is proxy.

Response: A way to sign on as a “proxy” for the user, seeing the system exactly as they do.

h. We are concerned about security for proxy. Do you have other options?

Response: No. This is a function of our current system.

20. Question: JENIE sounds like a proprietary system, can you verify if there are available APIs for integrating to?

Response: JENIE is a proprietary system and will not integrate with any outside vendor. It uses Web Services to send data into the LMS and keeps a log of the changes made.

21. Question: Can the Government provide examples of course content (beyond generic/Skillsoft) that are critical to agency operational performance?

Response: Yes, mandatory web-based training programs to address issues such as building safety and information security.

22. Question: Will AOUSC accept bids from vendors who have FedRAMP authorization In-Process where the ATO’s are expected within 6 weeks?

Response: Yes, we will accept bids from a vendor who has an official status of FedRAMP In-Process.
