About this file

This is a Questions and Answers document from the Michigan Department of Licensing and Regulatory Affairs (LARA) and Bureau of Financial Services (BFS) in response to an RFQ for Incident Management Response Services including Tracking Assets and Inventory (RFQ No. 20000000282). The solicitation seeks vendor services to track fire safety assets such as smoke alarms, carbon monoxide detectors, and related equipment, along with incident management response capabilities. The contract covers the period of July 1, 2020 through September 30, 2020. The RFQ specifies particular asset items including Gentex photoelectric smoke alarms with battery backup, Nest Protect battery smoke and carbon monoxide detectors, and Kidde sealed lithium battery-powered smoke and carbon monoxide alarms. Incident response services must encompass comprehensive information pertaining to civilian and firefighter injuries, deaths, and property losses resulting from fires, with citizen address serving as one component of the broader inventory tracking requirements.

The responses clarify that vendors are expected to propose their own methodology for tracking asset inventory, and that the inventory system extends beyond Michigan addresses to include detailed incident response data. The MI Prevention initiative had already commenced at the time of this RFQ, with the vendor responsible for developing and implementing tracking systems appropriate to the state's needs during the specified coverage period.
