About this file
This document contains questions and answers related to a Request for Response (RFR) issued by the Massachusetts Department of Conservation and Recreation (DCR) for a Contactless Parking Revenue Collection Application (Bid# BD-22-1020-DCRCU-DC250-74554). The RFR seeks proposals from qualified vendors to implement a contactless fee collection system for the agency's on-street and off-street parking locations statewide. The objectives include enhancing the parking experience for patrons and improving revenue collection efficiency. The RFR provides details on the number of parking spaces, current providers, transaction volumes, and enforcement processes. It also outlines requirements such as live customer service, financial reporting, open API integration, and branding/signage.
The document indicates the Commonwealth of Massachusetts will serve as the merchant of record, though the state reserves the right to have the vendor serve in that capacity. It notes the agency sold 25,000 annual passes in 2021 and processes over 500,000 day-use transactions annually, primarily through pay-and-display kiosks. The RFR also addresses transaction fees, enforcement, and data integration with the agency's financial systems. The anticipated go-live date for the on-street locations in Cambridge is targeted for the end of May or early June.

17. Last year?s RFP spec dated March 8, 2021, called for the capability to (i) manage facility capacity and (ii) provide visitation statistics. The current RFP also calls for these same capabilities. What is being asked involves many other components (e.g., hardware companies, license plate recognition technologies, participation and communication from DCR staff at facility entrances and lots, etc.). This type of information that DCR is seeking is largely at the disposal of the? operator? or DCR by obtaining and consolidating data from various vendors, tools, hardware, and software. Please advise on how to best approach this expectation. o Questions:  Is the current mobile app and/or hardware firms unable to deliver on these specific objectives?  Are these realistic expectations from a mobile app service provider?  In terms of obtaining visitation statistics, is DCR hoping to gather data on number of vehicles or people visiting?  In the case of unattended DCR locations, who would manage this necessary information process flow?  Is this sole expectation from a mobile payment app reasonable to require in this RFP?
DCR understands that visitation statistics is difficult to ascertain given the lack of infrastructure in place, e.g., mounted LPR cameras and other hardwire components. For the purpose of this RFR, transactional counts will be the primary component when analyzing visitation data. As such, the vendor’s backend management system must provide transactional counts segmented by time.
18. FY21 – Pay and Display: 565,000 transactions: $5,200,000.00 2021 – YODEL app: 16,500 transactions; $178,000.00 2021 – YODEL/DCR website: 165 transactions; $1,400.00
Cambridge: Paid hourly parking Space count: 325 Meter count: 22
19. What was the total number of passholders in 2021? What was the breakdown of passholders by type:  Annual passes  Senior parking passes  Handicap accessible (license plate or placard)  Purple heart recipient (license plate)  Disabled veteran (license plate)  Library Park pass
The total number of annual passholders in 2021 was 25,000. Data is not available for Senior Parking Passes and Library Park Passes. DCR does not issue Handicap, Purple Heart and Disable Veteran passes. Parking fees for the aforementioned categories are waived.
20. The latter part of the sentence seems to have been cut off ??Error! Reference source not found?? What is the intended language to complete this sentence?
21. The fifth bullet requirement cites mobile wallet payments. What was wallet usage (e.g., total number of wallet transactions and revenue) for 2021? Question: The thirteenth bullet requirement references existing parking management systems. Can you define and elaborate on? parking management systems?? Question: In Reporting section, under Customer transactions report, can you clarify meaning of? repeat customer data?
DCR aspires to offer multiple payment options including mobile wallet payments. The Agency did not utilize wallet payments in 2021. For the purpose of this RFR, parking managements systems includes current kiosks and mobile payment app.
22. It states that the? Commonwealth retains the right to withhold compensation proportional to service disruption in the event the contracted terms are not met.? Can DCR elaborate and describe these parameters in greater detail? What is the current penalty parameters in place with the current mobile app provider to establish expectations?
To be determined by DCR’s Legal team.
23. What is the quantity of signs, decals for meters and pay station kiosks, and flyers DCR is requiring?
Quantity of signs is to be determined, but DCR ascribes to 1 sign per 15 parking spaces and two decals per pay & display machine. DCR may request for the successful bidder to design marketing materials e.g., flyers and/or brochures.
24. Can you clarify? host data on an open API platform and allow for flexibility to integrate with an agency-wide revenue application? and provide examples or potential use cases?
DCR contracts with multiple parking vendors and prefers that vendors use an open API model in order to integrate with existing platforms. For example, integration between mobile payment and kiosk transactions with enforcement services (handhelds and LPR systems). In terms of financial reporting, the agency desires a vendor that can or will work towards integrating with the agency’s financial reporting systems to consolidate parking data.
