About this file
This is a Questions and Answers document clarifying requirements for a landscape maintenance Request for Proposal (RFP) issued by Greene County Schools. The RFP encompasses landscape maintenance services for multiple school facilities, including elementary, high school, and football stadium properties, as well as the Union Point Facility (formerly Greene County Primary School). Services include bi-monthly maintenance (twice per month) from October through March, weed and ant control on sodded areas and playgrounds year-round, fire ant control throughout all sodded areas, brush control at the football stadium, fence line spraying, annual pine straw application (scheduled for July 2026), pruning and maintenance of planted tea olives and berms at the baseball facility, and litter removal prior to cutting. The contract term is one year with an option to renew for a total of three years. Operating hours are restricted, with power equipment prohibited within 25 yards of classroom spaces during school hours.
Pricing shall be submitted as a lump sum broken into 12 equal monthly payments billed at the end of each month of service. Bidders must provide per-bale installed pricing for mulch and pine straw, hourly rates for special event service calls on a per-person basis, and a per-trip pricing for additional "full-service" cuts (complete servicing of all facilities). Evaluation criteria include experience with projects, with two points awarded for each successful project located between 41 and 80 miles from the Central Office of the school district. No bid bond or performance bond is required. Additional maintenance requests beyond the base proposal will be handled on an as-needed basis with pricing established in the unit prices section.

Answers to Questions asked about landscape RFP
Q: Does Greene Co. want bi-monthly maintenance October- March or is that supposed to be bi-weekly for October – March? A: By “bi monthly” we meant two times each month.
Q: Given the school year has already started would you like us to still include 1 pine straw application in our proposal? A: Yes, in July of 2026.
Q: Would you like us to include a range of pricing for possible extra cuts, or do you expect that cost to be included in the total amount of the submitted proposal? A: No, we do not want additional cuts to be included in your base proposal price, but we would like you to include a per additional “full-service” cut price (cut all facilities) per trip. “Full-service” call in this case refers to complete servicing of all facilities. “Special event” service call touch up services are addressed with an hourly rate in the unit price portion with a price per man, per hour.
Q: Would you like us to include a range of current pricing for mulch and pine straw along with our hourly rate for labor to complete the possible extra jobs? A: The one application per year found on page 15 is to be included in the RFP. Additional applications will be on an as needed basis, and your price per bale installed should be included in the unit prices section in the revised RFP.
Q: I am not seeing an aerial view of Union Point Facility that is mentioned on page 10 – is it a property that needs to still be included in our proposal? A: The aerial view of the Union Point property was also once known as Greene County Primary School and is shown on page 29 of the RFP.
Q: Will a bid bond or performance bond be required? A: No.
Q: How would we like the proposal price presented? A: A lump sum broken into 12 equal payments to be billed at the end of each month of service.
Q: Relative to proposal evaluation item 4, will a company receive any points for projects farther than 40 miles away from the Central Office of the school district? A: Yes, the system will award two points for every successful project that falls between 41 and 80 miles away from the Central Office of the school district.
Q: What hours of operation for cutting are acceptable to the school district? A: During school hours, power equipment may not be operated closer than 25 yards away from classroom spaces. Per section 5 (times and schedules) of the RFP, starting and ending times will be provided by each school.
Q: Do we only treat the sodded areas for weed and ant control as referenced on page 15 of the RFP? A: The only areas limited to sodded area treatment are the elementary and high school properties. We require year-round fire ant control on all sodded areas as well as all playground areas as well as weed and brush control throughout the entire football stadium.
Q: Are we allowed to spray the fence lines for weed control? A: Yes, to include but not limited to the football field fence, bus shop facility (including kudzu along fences).
Q: Do we need to police up any visible litter before cutting? A: Yes.
Q: Are the planted tea olives and berms at the baseball facility included in maintenance at the baseball field? A: Yes, straw on the berm is to be included in the annual straw installation. Pruning and weed control will also be included for this area.
Q: Is this a one year or a multi-year contract? A: This will be a one-year contract with an option to renew for a total of three years.
