About this file

This is a Question and Answer document for RFP #JUD-RFP-16-12PO-01 issued by Colorado's Judicial Department for urine collection and breath analysis services in Alamosa County. The RFP seeks to identify a new vendor to replace the current provider, Intervention, Inc., which is leaving the area. The services will support both Problem Solving Court and Probation clients. The vendor must establish a collection site within the city limits of Alamosa, Colorado, in close proximity to county probation facilities. An industry-standard breathalyzer is acceptable for testing requirements. The estimated service volume is 650 to 700 specimens per month combined, with 40 to 60 breathalyzer tests included within that total volume. In almost all cases, only urine samples are collected; breathalyzer tests are currently conducted in-house by state probation. The contract includes a one-year initial term with potential renewal periods during which rate increases will be negotiated.

Current pricing is $11.00 per urinalysis and $1.50 per breathalyzer test. The vendor bills probation per test regardless of test outcome results. The vendor must maintain chain of custody procedures including visual monitoring of sample temperature, identity verification, client and contractor signatures on chain of custody labels, and Federal Express shipping. Communication of custom probation pay amounts occurs via the Sentry system, a web-based platform that interfaces with the Eclipse database. Access to the Eclipse database incurs an annual fee of $250.00 per user. Current practices and prices meet the State's goals and are uniform. The RFP was issued because the incumbent vendor is relocating out of the service area.

Q & A for RPF #JUD-RFP-16-12PO-01 URINE COLLECTION AND BREATH ANALYSIS

• Section I.A., page 3: Who currently provides these services? Intervention, Inc.

• Section I.A., page 3: Why was the RFP issued (i.e., to identify new vendors, enhance services, because it was time, and/or other reasons)? To identify a new vendor. Current vendor is leaving the area.

• Section I.A., page 3: Will the vendor serve both Problem Solving Court and Probation clients?

Yes.

• Section I.B., page 3: Do current practices and prices meet the State’s goals? Are prices and practices uniform? Yes and yes.

• Section II.H.9.b, page 7: Beyond locating a collection site in close proximity to the Alamosa County probation facilities, are there any other geographic preferences for the location or locations of the collections site(s)? Anywhere in the city limits of Alamosa, CO., would be sufficient.

• Section II.H.9.c, page 7: Can you please describe any breathalyzer testing equipment preferences or requirements? An industry standard breathalyzer is sufficient. However, we have not had the need for many breathalyzer tests.

• Attachment C, page 14: What are the current prices charged for the specified services?

$11.00 per UA, and $1.50 per breathalyzer.

• Attachment C, page 14: Do all donors provide a urine/oral fluid sample and submit to a breathalyzer test at every visit? If not, can you please describe the situation in which a client would only do one or the other? In almost every case, only urine samples are collected. If a breathalyzer is needed, state probation is currently collecting this sample in house.

• Attachment C, page 14: Please define the “Max per Month” term. You can disregard this term, as it does not apply.

• Section 3.d.ix, page 17: How does Probation communicate custom probation pay amounts to the vendor? Via the notes in the Sentry system.

• Section 3.d.xi, page 17: Who is responsible for billing the State if/when a sample confirmation has a negative result? The vendor bills probation per test regardless of outcome of test.

• Section 3.d.h.ii, page 18: Does posting notice of a planned facility closure telegraph to donors a respite of care and circumvent the benefits of random selection? No, any potential office closures should not change random selection. This should only happen in emergency situations and/or holiday schedules.

• Section 3.d.o, page 19: This “No Rate Increase” term conflicts with the statement in Section II.H.6.e on page 7.

The “no rate increase” clause in the sample contract is based on the initial one year term.

During any renewal periods, rate increases will be discussed and negotiated at that time.

• Exhibit A.3, page 26: Please provide a description of the chain of custody requirements? A chain of custody label is printed and affixed to the urine sample after the contractor has visually monitored and verified appropriate temperature of sample and verification of identity of person providing sample. Afterwards, the client signs, initials, and dates the label which is affixed to the urine sample. The contractor also signs to verify they have monitored the chain of custody of the sample. The specimen is then put in the packaging, by client (observed by contractor), for shipping via Fed Ex.

• Exhibit A.3, page 26: Does the estimated volume of 650 to 700 per month apply to both urine/oral fluid specimens and breathalyzer tests or does it reflect the sum of urine/oral fluid specimens and breathalyzer tests? It reflects the sum.

• Exhibit A.5, page 26: Are the 40-60 breathalyzer tests per month included in or in addition to the 650 to 700 per month numbers? They would be included in, not in addition to.

• Exhibit A.8, page 27: Does the ICON computer system support or allow for a web services interface capable of electronically entering data on an automated basis? If so, will there be an additional charge to establish this interface? The Sentry System is a web-based system and it does interface with Eclipse (ICON). There is an annual fee for access to Eclipse data base of $250.00 annually per user.
