About this file
This is a Questions and Answers (Q&A) document for federal contract opportunity 36C78626Q50154 001, addressing vendor inquiries regarding security patrol services at a cemetery location.
The contract requires security patrol services operating 5:00 AM to 9:00 PM, seven days per week. One security officer per shift is required to patrol the entire cemetery with a contractor-furnished patrol vehicle maintained throughout the entire shift. Patrols must be conducted primarily by vehicle, though officers will exit the vehicle as needed for building checks, perimeter inspections, security issues, and visitor interactions. The entire cemetery must be patrolled at least once per hour using random patrol patterns. Manual patrol logs are acceptable; electronic guard tour systems are not required. Military funeral honors, ceremonial events, and special events are included within the fixed-price scope of work and do not constitute additional services; security officer duties during these events may include pedestrian management and traffic control as assigned by the Contracting Officer Representative (COR). Meals and rest breaks are at the contractor's discretion with COR concurrence, to be finalized at the post-award kickoff meeting. Personnel staffing levels are the vendor's business decision as this is a performance work statement. An onsite supervisor is not required; offsite oversight is acceptable. Patrol vehicles must display the company logo, be maintained in clean condition, and maintain insurance in accordance with California state requirements. Daily Activity Reports must be submitted the next business day via email; Incident Reports must be submitted within two hours post-incident. Post orders will be provided post-award. The proposal submission deadline is 5:00 PM PST on July 2, 2026, with additional vendor questions addressed in a separate Excel spreadsheet titled "Additional Answers to Questions."
