About this file
This email thread is a Pre-Proposal Inquiry (PPI) regarding a rubber removal and runway repainting project at Waldron Outlying Airfield in Corpus Christi, Texas. The solicitation (N6945025RSC07) involves rubber removal and repainting for runways 18/36 and 13/31, with specific clarification requests from the contract specialist to the construction manager about the scope of work. Key points of clarification include: (1) whether edge lines for runway 13/31 need to be removed and repainted entirely or only at intersections, and (2) whether all runway designation markers should be removed and replaced or only those visibly marked by rubber.
The communication involves personnel from NAVFAC SE (Naval Facilities Engineering Command Southeast), with Adan Saenz as the Contract Specialist and John Suttle as the Construction Manager. The inquiry is marked as time-sensitive and requires prompt feedback to maintain the solicitation timeline. The responses are annotated in red, indicating that for runway 13/31, only the edge lines at intersections need to be removed and repainted, and all runway designation markers should be removed and replaced, regardless of their current condition.

Importance: High
Team, Please respond to Ms. King's additional PPI request as soon as possible. This is time-sensitive and required for the solicitation timeline. The PPI to be addressed is as follows:
The scope of work reads "repaint what is removed by rubber removal" it also states to mailto:john.e.suttle2.civ@us.navy.mil mailto:adan.saenz6.civ@us.navy.mil mailto:jaini.m.king.civ@us.navy.mil
"remove any markings disturbed by rubber removal in its entirety".
If we follow those guidelines the edge lines for runway 13/31 would have to be removed in their entirety and repainted white, then a 6" black outline would be painted on both sides of each edge line for that runway only.
During the site visit we were taken to the location in the image below and that is it. We were only shown the rubber in the center of runway 13/31 near the intersection point. We didn't get to see the condition of the runway designation markers. If we use Google maps as an indicator of what needs to be remarked due to rubber removal then it appears only the 13,18, & 36 would need to be repainted not the 31.
Can you please clarify that we are to remove/remark the edge lines in their entirety for runway 13/31 due to the rubber removal process and not runway 18/36? 13/31 Edge lines will not need to be removed in their entirety. Only the 13/31 edge lines in the intersections will need to be removed and repainted.
Can you please clarify that all runway designation markers are to be removed/remarked or only what appears to be marked by rubber up on google maps, since we were not actually able to see the runway designation markers on any of the runway ends? Remove and replace all runway designation markers.
Please provide your feedback promptly, as this is time-sensitive.
