About this file
This document is a Question and Answer (Q&A) response sheet for Request for Proposal (RFP) #2500000002718, issued by Michigan State Police and Michigan Commission on Law Enforcement Standards (MCOLES) on 7/10/2025. The RFP seeks a training program focused on law enforcement communication with limited English-speaking communities and individuals who are deaf or hard of hearing. The project involves developing a training course that provides officers with resources and strategies for overcoming language and communication barriers, to be delivered through MCOLES' Learning Management System. The training will be created by a contractor working directly with MCOLES, with the Project Manager having final approval on all milestones and content development.
The RFP indicates the training will be compensated on a flat fee basis, with MCOLES handling participant registration and communications. The contractor must provide a SCORM-compatible file for upload to the state's LMS and offer limited technical support during launch. Specific requirements include instructors with at least three years of law enforcement or relevant professional experience, and the training must be certified by international accreditation bodies. Legislation (Section 801 of Article 14) mandates specific certification requirements, including an oral transliteration certificate. The exact number of learners and delivery modalities will be determined during the design process, and this represents a new contract with no incumbent vendor.

QUESTION AND ANSWER RESPONSE
RFP: 2500000002718 Date: 7/10/2025
Question#: Answer:
Document and Section
We wanted to confirm that there is indeed nothing needed for translating for this RFP?
Sec. 802. (1) From the 1-time funds appropriated in part 1 for law enforcement training for communication with limited English-speaking communities and those deaf and hard of hearing, MCOLES shall ensure that training be provided to law enforcement officers to assist in their communication with members of the public who experience a language barrier or may be hard of hearing or deaf. The training required under this subsection must be developed by an entity that is MCOLES approved in a manner prescribed by the commission and holds an oral transliteration certificate. Any training course provided for under this section must be certified by the international accreditors for continuing education and training.
On SIGMA VSS, when will the "Bid Opening Date" be posted?
It is the end date posed in the RFP. The award will be posted in SIGMA.
Our course outline & course training has been approved by MCOLES (on 8/18/2022), completed, and copyrighted. We would like to keep our course outline & training completely confidential. How would we list that on the Confidential Treatment Form?
The purpose of this RFP is to acquire MCOLES owned and controlled training that is developed and designed with MCOLES oversight, not to purchase a preexisting program. Additionally, MCOLES owns and maintains its own Learning Management System, therefore, the program will be created for the use in MCOLES’ LMS.
Our company has completed & copyrighted the training, we are unable to relinquish any intellectual property rights. How do we remove this specific contract term?
Copyrighted materials and rights to program sharing will not be honored.
Our course is provided on an existing Learning Management System. Due to copyright infringement, we will not be able to provide the training on a learning system we can not control. Our current platform meets SCORM standards, how can we maintain the training on our learning platform?
The course will not need to teach officers to be translators. Instead, the course will provide officers with resources to translation programs and technology.
What MCOLES qualifications are necessary to be considered a "qualified instructor"?
• Possesses at least 3 years of full-time law enforcement experience, OR
• Possess at least 3 years of full-time experience in their specific field, AND
• Is a licensed, certified, or trained professional who is providing instruction in a subject area directly related to the field for which they are licensed, certified, or trained, and possesses appropriate content expertise and recognized instructor training.
Our Course Training development has already been completed, how do we respond to all "milestones" stated in RFP?
The purpose of this RFP is to work at the direction of and with MCOLES and through an MCOLES approved design/development process. The MCOLES assigned Project Manager is the only person who can confirm that a milestone has been met.
All "milestones" have been completed. Reimbursement for course development is not requested. The course was developed to be reimbursed per officer. How do we reflect that in the RFP?
The purpose of this RFP is to work at the direction of and with MCOLES and through an MCOLES approved design/development process. The MCOLES assigned Project Manager is the only person who can confirm that a milestone has been met.
Could you please explain how an oral transliteration certification is relevant to the training for law enforcement on working with LEP and Deaf/Hard of Hearing populations, considering this is a niche certification typically not held by training providers?
This is required by legislation. Section 801 of article 14 appropriation on 9/30/2025
Is IACET certification the only accepted accreditation for continuing education, or are comparable credentials (e.g., state-approved CE provider, university-affiliated programs) acceptable?
This is required by legislation. Section 801 of article 14 appropriation on 9/30/2025
Would the State consider waiving the requirements for (a) holding an oral transliteration certificate and (b) certification by the International Accreditors for Continuing Education and Training (IACET), if the bidder can demonstrate extensive relevant experience in developing instructional content for Deaf/Hard of Hearing and LEP communities?
This is required by legislation. Section 801 of article 14 appropriation on 9/30/2025
What are examples of MCOLES-approved equivalent instructional systems design models other than ADDIE?
This would be on a case-by-case basis. There are various forms of Instructional Design Models
Will the State be providing specific learning objectives or curricula from prior training efforts, or is the awarded vendor expected to develop the content from scratch?
The contractor will create the objectives and work with the Program Manager for development and approval.
Will MCOLES provide a platform for asynchronous delivery (e.g., LMS), or is the vendor expected to provide hosting, access control, and tracking for all web-based modules?
MCOLES has an LMS. Contractor will have to provide a SCORM file to be uploaded on the state LMS. The contractor will provide limited technical support during the launch period.
Are interpreters, captioners, or CART services required during live sessions to support Deaf/Hard of Hearing trainees, or only for instructional design purposes?
Unable to answer
Should pricing be submitted per module, per training hour, or as a flat fee for the complete scope (development and delivery)?
Flat fee
Will the awarded vendor be expected to manage participant registration and communications, or will this be handled by MCOLES?
This will be handled by MCOLES
How many learners are expected for each delivery modality (in-person, remote synchronous, asynchronous)?
This will be determined as part of the design process.
Is there an incumbent vendor currently providing this training? Please identify them and what challenges have you faced with them?
No, this is a new contract.
Is there a budget associated with this RFP? If yes, how much?
Unable to answer.
