About this file
This addendum to Request for Proposal #26-2110AO constitutes clarifications and responses to bidder questions regarding New Kent County and New Kent County Public Schools' joint procurement for an Annual Contract for Engineering Services. The solicitation seeks professional engineering services including site plan review, surveying, planning, construction administration, and related services across five service groups. The proposal due date is November 5, 2026, with a question submission deadline that has already passed as of October 21, 2026. The initial contract term is three years with two optional one-year renewal periods. Bidders must submit one original proposal plus five printed copies and one electronic copy on a USB flash drive for a total of six hard copies. The County does not have an estimated annual volume or anticipated number of task orders by group, as work volume will vary based on county needs. Task orders will be assigned at the County's discretion based on factors including firm qualifications, experience relevant to specific tasks, availability, and anticipated schedule.
All subconsultants must be identified and included in the proposal at the time of submission; specialty consultants may not be added on an as-needed basis after contract award. Proposals covering a defined partial scope within a group are acceptable and eligible for award. Rate schedules are not to be included in the proposal but will be negotiated during the negotiation phase with the highest-ranked firm(s). The Principal-in-Charge may also serve as the Project Manager, and multiple project managers may be submitted if they cover different disciplines. Three relevant projects are preferred for the relevant experience section. Proposals may include a subconsultant for survey services, and prior work on other projects within New Kent County will not preclude a firm from performing Site Plan Review services unless the firm was involved in developing or preparing the specific plan being reviewed. Commissioning services are not included in the scope of this RFP. A signed acknowledgment of this addendum must be submitted prior to the bid due date or attached to the bid submission.

Invitations For Bid
RFP#26-2110AO
Annual Contract for Engineering Services New Kent County and
New Kent County Public Schools
Date: October 23, 2026
ADDENDUM NO. 3 TO ALL BIDDERS:
Commodity: Professional Engineering Services Dated: October 6, 2026 Proposal Due: November 5, 2026
This addendum includes all responses to questions received prior to the October 21, 2026 deadline for question submittal.
1. Please clarify whether all subconsultants must be identified and included in the proposal at the time of submission, or if specialty consultants may be added to the team after contract award on an as-needed basis to support specific task orders or project requirements.
Response: All subconsultants must be identified and included in the proposal at the time of submission.
2. Partial scope within a Group: Is a proposal covering a defined partial scope within a Group acceptable and eligible for award on that basis?
Response: Yes. A proposal covering a defined partial scope within a group is acceptable and may be considered for award on that basis.
3. If multiple firms are awarded under the same Group, how are task orders assigned among awardees (rotation, mini-competition, qualifications per task, or County discretion)?
Response: Task orders will be assigned at the County’s discretion based on factors that may include the firm’s qualifications and experience relevant to the specific task, availability, and anticipated schedule for completing the work.
4. Volume: What is the County's estimated annual volume / anticipated number of task orders per Group, if known?
Addendum No. 3 October 23, 2026
Response: The County does not have an estimated annual volume or anticipated number of task orders by Group. The volume of work will vary based on the County’s needs during the contract term.
5. Term: What is the initial contract term and what renewal options are contemplated?
Response: The initial contract term will be three years, with two optional one-yar renewal periods.
6. Rates: Should hourly rate schedules be included in the proposal, or are rates negotiated with the top-ranked firm(s) after ranking?
Response: Rate schedules should not be included in the proposal. Rate schedules will be requested and negotiated during the negotiation phase with the highest-ranked firm(s), as applicable.
7. For purposes of the proposed team structure, is it acceptable for the Principal-in-Charge to also serve as the Project Manager?
Response: Yes. The Principal-in-Charge may also serve as the Project Manager.
8. Would the County like the requested electronic version of the proposal to be provided on a USB flash drive with the hard-copy submission? Please confirm the preferred method for submitting the electronic copy.
Response: Please submit an electronic version of the proposal on a USB flash drive.
9. Please clarify the required number of hard-copy proposals. Page 2 requests one original proposal and five additional written copies, while Page 10 requests five identical copies.
Should respondents submit one original plus five copies, for a total of six hard copies, or five hard copies total?
Response: Respondents shall submit one original proposal, five additional printed copies, and one electronic copy on a USB flash drive. Therefore, a total of six hard copies are required.
10. Section V.I states that “Sub Groups/descriptions are to be tabbed for easy reference.” For firms proposing services under multiple Groups, would clearly labeled headers or divider pages identifying each applicable service Group satisfy this requirement, while the primary proposal tabs follow Sections A through J?
Response: Yes
11. To sufficiently cover the references for each group when submitting for multiple groups, can more than five (5) references be provided?
12. Regarding the proposal format, is there a page limit for the sections and/or the entire proposal?
Response: No
13. For Group 1, Section B.III – Site Plan Review: Would a conflict of interest be considered to exist if a proposed subcontractor has previously provided surveying, subsurface utility engineering (SUE), LiDAR, or other supporting services for a project within New Kent County, but did not prepare the said project’s site or subdivision plans being submitted for review? Would such prior involvement prohibit the prime consultant from reviewing the plans, or would the restriction apply only when the prime consultant or a member of its proposed team provided services directly related to preparation of the plans under review?
Response: The County would not assign a particular Site Plan Review to a firm if the firm, or a member of its proposed consultant team, was involved in the development or preparation of the plan being reviewed. Prior work on other projects within New Kent County would not, by itself, preclude a firm from performing Site Plan Review services.
14. For Group 1, does the County anticipate that the selected consultant team will utilize a County-provided local survey subconsultant? Otherwise, would the County consider a modest extension to the proposal due date to provide adequate time for teaming discussions and subconsultant evaluation?
Response: The County will accept proposals that include a subconsultant for survey services. The County does not intend to extend the proposal due date.
15. Would the County consider commissioning services, including construction-phase equipment verification, functional performance testing, and systems acceptance, to fall under Group 5, Construction Administration Services, or would these services be more appropriately included under Group 3, MEP Engineering Services?
Response: Commissioning services are not included in the scope of services requested under this RFP.
16. How many relevant projects you would like presented for Section E. Relevant Experience
Response: Three would be preferred.
17. Would a Cover Letter/Transmittal Letter be acceptable for Proposal Format requirement “A. Cover Sheet”, so long as we indicate the group(s) submitting for the contract?
Response: Yes. A Cover Letter or Transmittal Letter may satisfy the “Cover Sheet” requirement, provided it clearly identifies the Group(s) for which the firm is submitting a proposal.
18. For Section C, can multiple project managers be submitted if they cover different disciplines of work, ex. One project manager for mechanical work, one for electrical work, one for plumbing work?
Note: A signed acknowledgment of this addendum must be received at the location indicated on the IFB either prior to the bid due date and hour or attached to your bid. Signature on this addendum does not substitute for your signature on the original bid document. The original bid document must be signed.
