About this file
This document is a Draft Request for Information (RFI) issued by the U.S. Army seeking industry input on Sensitive But Unclassified-Encrypted (SBU-E) Transport Hardware for Tactical Assured Voice and Data. The RFI, solicitation number W15P7T-25-R-00XX, involves market research for prototyping tactical communication hardware, with a planned formal RFI release on or before 16 April 2025 and white paper responses due by 30 April 2025. The Army is specifically interested in technical details about potential hardware solutions, including physical characteristics, power output, scalability, data transport rates, environmental constraints, and integration capabilities.
Key requirements include the ability to deliver approximately 6,000 hardware units between the first and third quarters of FY26, with vendors asked to provide Rough Order of Magnitude (ROM) pricing for order quantities ranging from 2,500 to 6,500 units. The NAICS code for this opportunity is 334220, with a small business size standard of 1,250 employees. Interested parties must submit unclassified responses and are advised that XEBRA Engineering Corporation will provide Systems Engineering and Technical Assistance (SETA) support during response review, potentially requiring proprietary protection agreements for sensitive information.

The U.S. Army Program Executive Office, Command, Control and Communications-Network (PEO-C3N), Project Manager Tactical Radio (PM TR), Product Manager Handheld, Manpack Small Form Fit (HMS), and the Army Contracting Command-Aberdeen Proving Ground (ACC-APG) are seeking information from industry to assist with development of strategies for prototyping Sensitive But Unclassified-Encrypted (SBU- E) Transport Hardware for Tactical Assured Voice and Data. This is a notice of intent to release formal request for information on or before 16 April 2025 with the expectation that white paper responses will be submitted on or before 30 April 2025.
This advanced notice Number W15P7T-25-R-00XX is being issued to initiate market research for SBU-E Transport Hardware for Tactical Assured Voice and Data and to advise interested parties that responses to the formal posting are required to be submitted on an expedited basis.
The information provided may be used by the Army in developing its acquisition strategy or developing system Performance Specification. The applicable North American Industry Classification System (NAICS) code for this requirement is 334220 with a Small Business Size Standard of 1250 employees.
Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided regarding submissions. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Information and materials submitted in response to this request will not be returned. Responses must be unclassified: DO NOT SUBMIT CLASSIFIED MATERIAL.
Purpose. To advise interested parties that the Army plans to release a formal request for information on or before 16 April 2025 with a quick-reaction suspense date for submission of white papers intended to inform alternatives for accelerated prototyping of SBU-E Transport Hardware for Tactical Assured Voice and Data capabilities starting. Specific areas of white paper interest will include, but not be limited to:
• Description of your SBU-E Transport Hardware solution’s physical and technical characteristics in relation to power output, mass scalability in relation to number of nodes and limitless hops, ability to maintain tactical assured voice and data, maximum data transport rate, environmental conditions and constraints, ability to be integrated in a simple “jerk and run” platoon mounting configuration, and spectrum constraints.
• Description of your company’s ability to deliver approximately 6000 SBU-E Transport Hardware solution units within the timespan of 1QFY26 to 3QFY26, and description of lead times that would affect ability to meet this delivery timeline.
• Rough Order of Magnitude (ROM) for different order quantity ranges of your proposed solution, including ranges such as 2500-3000, 3001-3500, 3501-4000, 4001-4500, 4501-5000, 5001-5500, 5501-6000, and 6001-6500.
