About this file

This document contains guidance questions for conducting a gender and disability analysis of conflict situations. The questions are intended to help ensure activities reach all members of an affected community equitably. They explore gaps in status, resources and opportunities faced by women, men, boys and girls with and without disabilities due to gender or disability factors. The questions also examine how these issues intersect with norms, differential impacts, power relations, violence and opportunities in conflict and peacebuilding contexts. Key areas of analysis addressed include gender norms and behaviors, conflict impacts, cultural beliefs, cross-cutting considerations and intersectionality. Consultation with persons with disabilities and disability organizations is emphasized.

A related federal grant opportunity aims to support the Ukraine Women, Peace and Security Program administered by the Department of State's Bureau of Conflict Stabilization Operations. The solicitation falls under the Conflict and Stabilization Operations federal grant program. No further details are provided on response dates, award amounts or required products/services. The document appears to provide optional guidance questions rather than binding requirements or a standalone process.

Annex: Gender Analysis of Conflict Disabilities Lens Questions

Below are questions for exploring the gaps in status, resources, and opportunities that women, men, boys and girls, with and without disabilities, have as a result of their gender or disability status, and how this interacts with proposed work. This simple process can be conducted by anyone – whether they work in policy, programs, or public diplomacy, to ensure activities reach all members of a community equitably. The Department of State has a standard Gender Analysis process as the required baseline for gender analysis. CSO created a second step in gender analysis with the Gender Analysis of Conflict tool, which is meant to build upon the core baseline with additional questions to reflect conflict settings. This annex is meant to support Department personnel in further developing partnerships and engagement related to gender and disabilities. Comment by Carra, Alicia C: @Van Dort, Amanda J please check my framing of our partnership between the tools. Critical to me is that GAOC was not meant to be a standalone process, but a second level of the original GA. If these questions are meant to enhance engagement with disability for the GAOC, then the rest of the GA framework is critical context.

Definitions

· Disability: The interaction between a person with an impairment and a barrier to participation fully in society. Barriers are primarily physical, attitudinal, social, or communicative but can arise from other factors.

· Accessibility: Physical and communication infrastructure, programs, and services fully and independently available to all people, including people with disabilities. Accessibility can include providing accommodations and modifications or removing physical and attitudinal barriers.

Domains of Analysis Gender Norms and Behaviors

· How has society’s view of persons with disabilities changed since the conflict began and more persons with disabilities became visible in the community?

· What roles are persons with disabilities, or women with disabilities playing in the conflict or peacebuilding? This includes groups, such as veterans, who may have recently acquired a disability. If no role, what are the barriers to their participation?

Differential Impact of Conflict

· How does access to justice and accountability for violence and/or conflict differ between persons with disabilities and persons without disabilities?

· How has access or lack of access to education, employment or living a full life, affected persons with congenital disabilities, or women with disabilities differently as a result of the conflict?

Power Relations/Structural/Institutional

· How does independent media, government, or other actors such as non-state armed groups portray norms and attitudes about persons with disabilities? Is there a difference in portrayal of persons who acquired their disabilities as a result of participating in the conflict (as a veteran of any combatant party)?

Power Relations/GBV

· How do norms and stereotypes of persons with disabilities shape the forms of violence occurring, or accountability for those who commit violence?

Implications for Peacebuilding/Opportunities

· Have leaders in this process leveraged the value, strength, and diverse perspectives of persons with disabilities?

Domain of Analysis/Cultural Norms and Beliefs

· What is the dominant local cultural narrative regarding persons with disabilities? How will this shape the way our work impacts persons with and without disabilities differently?

Domain of Analysis/Cross-Cutting Questions

· Have we consulted with persons with disabilities and Organizations of Persons with Disabilities (I.e., NGOs operated both by and for persons with disabilities rather than organizations run by persons without disabilities on behalf of persons with disabilities. These latter organizations tend to be more charity-focused and paternalistic, denying persons with disabilities their agency and autonomy.

· Intersectionality: How do persons with disabilities also identify, or how are they identified, in ways that impact their relative power, access, and opportunity? Comment by Breslow, Aimee: @Carra, Alicia C great edits thanks for this Comment by Breslow, Aimee: + @Madnick, Lynne FYSA

· For example, a woman of a given race or ethnic background with a disability in specific location may face different power dynamics than a woman of a different race or ethnic background with the same disability.
