About this file

This document provides a template for an Annex D on security, risk mitigation, and contingency planning for a federal grant opportunity from the Department of State Bureau of Democracy Human Rights and Labor. The template outlines categories of risk factors to address, including risks affecting project objectives, outcomes, the applicant organization, and safety/security. For each risk identified, the applicant should rate the likelihood and potential impact as high, medium, or low; describe mitigation and contingency plans; and update the analysis throughout the project lifecycle. The template notes the importance of assessing and mitigating risks to staff, partners, and communities in line with Do No Harm principles, such as gender-based violence and exploitation.

The related federal grant opportunity is a 2023 open competition from the Trafficking in Persons Office to fund projects combating child trafficking in Cote d'Ivoire under a new Child Protection Compact Partnership. Applicants should propose activities aligned with preventing trafficking, protecting/assisting victims, and prosecuting traffickers. The award will be a cooperative agreement under the International Programs to Combat Human Trafficking program (CFDA 19.019) managed by the Department of State Bureau of Democracy Human Rights and Labor.

Annex D: Security, Risk Mitigation, and Contingency Plan

Risks are unavoidable – all projects inherently contain both internal and external risks. However, with proper identification and management, risks can be prepared for, minimized, or mitigated. The purpose of this document is to identify the internal and external risks associated with the proposed project, rate the likelihood of the risks, rate the potential impact of the risks on the project, and identify actions that could help mitigate the risks. This document should not be considered a one-time exercise or a static document. The TIP Office expects organizations to conduct adequate risk analysis and remediation for all of its operations and advises that risk analysis and remediation occur throughout the life of a project and should result in revisions to risk analysis documents and processes as necessary. Applicants should rate the likelihood and potential impact of each risk as “High,” “Medium,” or “Low.” Additional rows can be included in the risk analysis table as necessary.

The safety and security of personnel and target populations impacted by the project are of utmost importance. Applicants should identify risks to staff, implementing partners, participants and/or their communities, in alignment with Do No Harm principles. Besides political and environmental factors, risks may include gender-based violence, sexual exploitation and abuse, and other forms of physical, psychological, economic, or social backlash against those supporting or participating in the project. They may also include unintended power shifts within or between communities, local competition over program funds and opportunities, unintended crowding out of local civil society actors, or “brain drain” of their own staff or members. The TIP Office requires all recipients conduct thorough risk assessments and take all actions necessary in accordance with those assessments to mitigate those risks. The TIP Office does not take responsibility for the risks incurred by any implementing partner.

If selected for funding, applicants may be asked by the TIP Office to submit copies of any organization-wide policies and procedures on Do No Harm and Preventing Sexual Exploitation and Abuse (PSEA). If such policies are not available if asked, applicants should either explain the organization’s plan for developing such policies or clearly describe how they will follow Do No Harm principles and prevent sexual exploitation and abuse from occurring during their program. If not already explained in its policies and procedures, applicants should outline in its proposal how it will work with any sub-grantees who do not yet have Do No Harm and PSEA policies and procedures to develop and apply them over the course of the program.
