About this file
This document is a Performance Work Statement (PWS) for the replacement of two high-pressure air compressor (HPAC) air receiver tanks at a power plant facility. The contractor shall fabricate and deliver two exact replacement 400-gallon air receiver tanks, built to ASME code requirements, to replace existing tanks that have developed leaks. The contractor will visit the site to obtain measurements to replicate the existing tank configuration, as the original documentation is missing. The proposed period of performance is 90 days after award. The contractor is responsible for providing all materials, and there is no government-furnished material. The government will approve the pre-fabrication drawings and inspect the completed tanks prior to installation. This PWS is related to a federal contract opportunity solicitation number N7027224Q0013 for the HPAC air receiver tank replacements.

ANNEX A
PERFORMANCE WORK STATEMENT or STATEMENT OF WORK Power Plant HPAC Air Receiver Replacement FY24
1.0 INTRODUCTION: The power plant is tasked with providing and distributing uninterrupted power for the FSBS transmitter
2.0 BACKGROUND: Large volumes of high-pressure air are required for engine starting and operation during times of lost commercial power.
3.0 SCOPE OF WORK:
3.1 The contractor shall fabricate and deliver 2 exact replacement air receivers as replacements for 2 that have developed slow leaks.
3.2 Since the original documentation for the tanks is missing, the contractor will have a representative visit the site, and obtain the measurements required to exactly replicate the existing tanks. Correct location of the input and output flanges is critical as the rest of the piping is welded steel and cannot be modified. Tanks must provide connections for pressure gauges and safety pressure release valve in the same configuration as the OE tank. Drawings derived from this visit shall be submitted to the GTPOC and approved prior to fabrication.
3.3 Proposed Period of Performance: 90 days after award.
3.4 Location work hours: 0630 – 1500 M-F
3.5 No on-site trade labor is required. The only on-site contractor activity is the collection of measurements for correct locations of input and outputs on the tank.
3.6 Government Furnished Material (GFM) – There will be no GFM.
3.7 Contractor Furnished Material (CFM) – The contractor will deliver two (2) 400 gallon capacity air receiver tanks, certified to operate at 400 psi. The tanks shall be built to ASME Boiler and Pressure Vessel Code, sect VIII, Div 1 and HLW. Both shall be constructed of high carbon steel, unpainted on the interior and coated with a rust preventative primer on the exterior. Delivery shall include documentation of all testing, confirmation of compliance with the ASME code, and as-built drawings.
4.0 APPLICABLE DOCUMENTS
4.1 No OE documents are available. Photos of the subject tank(s) and data plate are attached in attachment 1 - 3.
5.0 Qualifications/Certifications. N/A
6.0 QUALITY CONTROL SURVEILLANCE PLAN (QASP)
6.1 Contractor Quality Control methods; Contractor shall ensure that the tanks have the correct flanges for input and output installed in the correct location and position.
6.2 Government Quality Assurance; GTPOC will approve pre-fabrication drawings, and inspect completed tanks prior to installation for proper port locations and orientation.
6.3 Corrective Actions; Tanks that do not fit or do not meet other requirements shall be returned to the contractor at the contractors expense for correction.
6.4 Conditions Found:
6.4.1 If while performing services there are conditions found that require repair/replacement and directly tie to this scope of work, the contractor shall submit a Condition Found Report to the COR and the Contracting Officer. Condition Found Report shall identify the conditions with a statement identifying the discrepancy and proposed remedy along with a full price quote of required additional service. No additional service shall take place prior to Contracting Officer approval.
6.4.2 If COR or Contracting Officer determines the Condition Found does not warrant additional services, contractor shall continue with original scope of work.
6.5 Safety section. N/A
6.6 Contract deliverable: See section 3.7
6.7 Sanitation and space cleanliness directions N/A
7.0 CANCELLATION/OTHER CONDITIONS
7.1 This contract may be cancelled in whole or in part with a 30-day written notice from the Contracting Officer. If this tasking is cancelled, the U.S. Government shall be liable only for payment of services received before the effective date of the termination.
7.2 The contractor must be aware of contingencies. Due to the emergent nature of exercise and real-world communications requirements and schedules, adjustments in the amount of labor, overtime and other resources needed to complete the task may be required.
8.0 BASE ACCESS/SECURITY
8.1 Contractor will contact the GTPOC with 5 days after award to make arrangements for base access.
9.0 CONTRACTOR PERSONNEL
9.1 STANDARDS OF BEHAVIOR; Contractor personnel shall present a neat, clean and professional appearance as generally observed in a professional setting and shall adhere to the US Navy’s no smoking policy. Smoking is allowed only in designated areas where it does not compromise the rights of non-smokers.
9.2 PERSONNEL REMOVAL; Government rules, regulations, laws, directives, and requirements which are issued during the contract term relating to law and order, installation administration, and security on the installation shall be applicable to all contractor employees or representatives who enter the installation. Violation of such rules, regulations, laws, directives, or requirements may result in the command removing personnel from the base. Removal of employees does not relieve the contractor from the responsibility for the work defined in this contract.
9.3 REMOVAL BY INSTALLATION COMMANDER; The Installation Commander may bar an individual from the installation for conduct determined to be contrary to good order, discipline, or installation security.
9.4 REMOVAL BY CONTRACTING OFFICER; The Contracting Officer may require the contractor to remove any employee, working under this contract, for reason of misconduct or security. Contractor employees shall be subject to removal from the premises upon determination by the Contracting Officer that such action is necessary in the interests of the government.
9.5 GENERAL/MISCELLANEOUS INFORMATION (Informational Purposes Only);
9.5.1 Identification of Employees: The Contractor shall be responsible for furnishing identification cards to its employees as may be approved and directed by the Contracting Officer’s Representative. The Contractor shall require its employees to display this identification at all times. Upon release of any employee, the Contractor shall immediately take procession of the prescribed identification card.
9.5.2 Transportation: The contractor shall provide contractor-owned vehicle/transportation for use during working hours. Only contractor’s employees who possess a valid U.S. motor vehicle operator’s identification card shall operate the vehicle. All contractor motor vehicle operators must comply with traffic safety program set forth in OPNAV Instruction 5100.12.
9.5.3 The Secretary of the Navy has determined that the illegal possession and use of drugs and paraphernalia by civilian and contract employees in the military setting contributes directly to military drug abuse and undermines command efforts to eliminate drug abuse among military personnel. The policy of the Department of the Navy, including the Marine Corps, is to deter and detect drug offenses by civilian and contract employees on military installations. Measures to be taken to identify drug offenses on military installations, and to prevent introduction of illegal drugs and paraphernalia include routine, random inspections of vehicles and personal possessions on entry or exit, with drug detection dog teams, when available. Where there is probable cause to believe that a civilian or contract employee on board a Naval or Marine Corps installation has been engaged in use, possession, or trafficking of drugs, that employee may be restricted or detained for the period necessary until that employee can be removed from the installation or can be turned over to local law enforcement authorities having jurisdiction, as appropriate. When illegal drugs are discovered during an inspection or search of a vehicle operated by a civilian or contract employee, the employee and vehicle may be detained for a reasonable period of time necessary to turn the employee and the vehicle over to appropriate civil law enforcement officials; action may be taken to suspend, revoke, or deny installation driving privileges. Implicit with the acceptance of this contract is the Contractor’s agreement to comply with Federal statues, laws, and regulations, including those regulations issued by the commander of the military installation.
