Pursuant to 5206.303-92.

REQUEST FOR AUTHORIZATION OF BRIDGE CONTRACT

1) Contract #:

N6264516D5040

2) Incumbent Name:

CARDINAL HEALTH 414, LLC.

7000 Cardinal PL, Dublin, Ohio, 43017-1091, United States.

3) Date Current Contract Period of Performance Expires:

20 September 2021

4) Period of Performance and Value of Last Order/Contract Action:

21 September 2020 20 September 2021,

5) Date Requirement for Bridge Contract Identified:

08 June 2021

6) Estimated Period of Performance and Value of Bridge Contract:

5 Months, 21 September 2021 28 February 2022,

7) Anticipated Award Date for Follow-on Contract (after bridge contract):

Naval Medical Center San Diego anticipates award the follow-on contract by 28 FEB 2022 with period of performance beginning 01 March 2022 and four (4) option years.

8) Reason for Bridge Contract:

Contract extension required as a replacement procurement is under way for the existing radiopharmaceutical and Nuclear Medicine will need time for the follow-on contract. The initial requirement documents were submitted to NMLC on 02-February2021. A significant amount of time was spent determining whether the contract would be a sole sourced due to one of the line items being an exclusive radiopharmaceutical available only through Cardinal Health. Eventually the determination was made by NMLC that this would be full competitive solicitation. It was identified on 08-Jun-2021 by NMLC contracting specialist Derek Bell that a bridge contract was needed. Due to significant turnover and staff shortage due to COVID, the delivery of the documents for the bridge was delayed from June 2021 to August 2021. Nuclear Medicine requires a five-month bridge contract to ensure uninterrupted services while the replacement contract is being competed and to cover the overlap of the awarded contract.

9) Describe the Urgency and Impact of Lack of Contractual Coverage Without Bridge Contract:

Delay of service can compromise mission effectiveness for not only Naval Medical Center San Diego (NMCSD), but also for Navy Medicine West (NMW) and any Facilities depending on the NMCSD Nuclear Medicine for diagnostic imaging and treatment. Without the ability to continue in-house imaging, we will be unable to provide critical diagnostic imaging for the Emergency Department and all of the inpatient wards.

For example, the Nuclear Medicine Division regularly performs diagnostic imaging that may determine the need for surgical intervention. These are performed as outpatient or inpatient procedures. In addition, there are some surgeries that are directly dependent on these imaging procedures as they are required to be performed hours before surgery.

Furthermore, the Nuclear Medicine Division performs treatments on certain thyroid disorders to include carcinoma. A delay of service would directly delay the care of these patients requiring treatment. We would have to defer all these patients to the network at an estimated three times the in house cost.

10) Actions Taken to Eliminate Future Need for Bridge Contract: (address whether the acquisition strategy is full and open, limited competition, or sole source)

The new contract will be competitively awarded and will include a base plus four (4) option years. NMC San Diego will track all contracts awarded by NMLC and ensure that requirements are submitted in accordance with current guidelines/timelines.
