About this file

This is a Sole-Source Determination and Justification document prepared by Camp Rilea Installations Division of the Oregon Military Department, dated January 12, 2026, and approved by Designated Procurement Officer Adam Giblin on January 23, 2026. The document justifies the sole-source procurement of DormaKaba 790 RFID electronic door locks and associated proprietary hardware to replace obsolete, end-of-life DormaKaba magnetic stripe locks currently installed throughout Camp Rilea. The procurement is necessary to maintain secure, reliable, and functional access control at the facility. Camp Rilea requires a non-networked RFID solution to reduce cybersecurity risks while maintaining operational simplicity and compatibility with existing infrastructure, including door preps, mortise hardware, and the current Front Desk Unit programming system. The total estimated contract value is $97,873.58. Anixter Inc., a WESCO company and DormaKaba's authorized distributor partner, will provide the quotation and serve as the sales channel, while DormaKaba will directly perform installation services. The procurement is authorized under Oregon Revised Statute 279B.075 and Oregon Administrative Rule 125-247-0275.

The justification for sole-source procurement is based on compatibility requirements, as the DormaKaba 790 RFID locks are the only locks compatible with Camp Rilea's existing DormaKaba infrastructure. Market research confirmed that while other manufacturers produce RFID locks, none are compatible with the existing system; switching vendors would require complete replacement of all locks, encoders, software, and door modifications at significantly higher cost with extended operational disruption. Supporting documentation includes DormaKaba's March 13, 2019 Notice of Retirement confirming discontinuation of magstripe locks at end-of-life, Anixter's Quotation Q00G8DBV dated January 12, 2026, and precedent from federal procurement, including U.S. Navy contracts specifying DormaKaba RFID locks as brand-name only. DormaKaba requires that its locks be installed exclusively by DormaKaba personnel to ensure warranty coverage and proper system configuration.

SOLE-SOURCE DETERMINATION AND JUSTIFICATION

FOR SUPPLIES AND SERVICES

To: Designated Procurement Officer

Oregon Military Department

From: Camp Rilea Installations Division Oregon Military Department

Agency Analyst/Procurement Specialist: Corey Brech

Date: 01/12/2026

Re: Sole Source Determination pursuant to Oregon Revised Statute (ORS) 279B.075 and Oregon Administrative Rule (OAR) 125-247-0275

Part A

1. Authority to enter into a Sole-Source Contract: OAR 125-246-0170(2)(c)(H)

2. Estimated Total Value of Contract: $97,873.58

Anixter Inc. (a WESCO Company), Dormakaba’s authorized partner Quotation # Q00G8DBV dated 01/12/2026 is referenced.

3. Subject of Contract: Procurement of DormaKaba 790 RFID electronic door locks (non-networked) to replace existing DormaKaba magnetic stripe locks at Camp Rilea.

4. Background: This sole source justification applies to the purchase of:

Camp Rilea currently utilizes DormaKaba magnetic stripe locks throughout its facility. This platform has become obsolete, the locks are at end-of-life, and several doors are currently unusable. To maintain a secure, reliable, and functional access control system, Camp Rilea must upgrade to DormaKaba 790 RFID locks.

The 790 RFID lock is the only compatible and approved upgrade to the existing DormaKaba magnetic stripe system. The RFID model is specifically engineered for backward compatibility with existing door prep, mortise hardware, and integration with the current programming system (Front Desk Unit – FDU). Importantly, Camp Rilea requires a non-networked solution to reduce cyber security risks while maintaining operational simplicity.

This sole source determination applies to the procurement of DormaKaba 790 RFID locks and associated proprietary hardware. The purchase will be made through Anixter Inc. (a WESCO company), DormaKaba’s authorized partner. DormaKaba only sells equipment through its authorized partners and does not sell direct.

While Anixter will provide the quote and sales channel, DormaKaba will directly perform installation services.

5. Findings:

A. Market Research Overall Finding.

Market research included vendor outreach and review of competing electronic lock systems. While other manufacturers provide RFID lock technology, none are compatible with the existing DormaKaba infrastructure at Camp Rilea. Adoption of another vendor’s system would require complete replacement of locks, encoders, software, door modifications, and retraining staff, resulting in significantly higher cost, operational disruption, and extended downtime.

And

B. Findings of Fact pursuant to OAR 125-247-0275(2) must include, at a minimum, one of the following:

1. Pursuant to OAR 125-247-0275(2)(a): Compatibility. Provide findings supporting your determination that the efficient utilization of existing goods requires the acquisition of compatible goods or services from only one source.

The efficient utilization of existing goods requires the acquisition of compatible goods. DormaKaba 790 RFID locks are the only locks compatible with Camp Rilea’s existing DormaKaba magnetic stripe infrastructure. The State has already invested in DormaKaba door preps, mortise hardware, and programming systems. To make efficient use of these existing goods, Camp Rilea must acquire compatible DormaKaba replacements. Procuring another manufacturer’s locks would require discarding or retrofitting all existing infrastructure, which would be wasteful, costly, and inefficient.

2. Pursuant to ORS 279B.075 (2)(b): Exchange of Software or Data. Provide findings supporting your determination that the goods or services required for the exchange of software or data with other public or private agencies are available from only one source.

Not Applicable

3. Pursuant to ORS 279B.075 (2)(c): Pilot or Experimental Project. Provide findings supporting your determination that the goods or services are for use in a pilot or an experimental project.

Not Applicable

4. Pursuant to ORS 279B.075 (2)(d): Other findings that support the conclusion that Supplies and Services are available from only one source may include but are not limited to considerations of: unique design, availability, geographic location, exclusive authorized representative, cost of conversion, and warranty services.

Manufacturer Confirmation: DormaKaba issued a formal notice titled “NOTICE OF

RETIREMENT: DISCONTINUATION OF ILCO AND SAFLOK MAGSTRIPE LOCKS”

dated March 13, 2019, confirming that magstripe locks are discontinued and at end of life.

This documentation supports the necessity of transitioning to DormaKaba 790 RFID locks as the only viable upgrade path.

Unique Design: DormaKaba is the sole manufacturer of 790 RFID locks.

Exclusive Availability: DormaKaba only sells through authorized partners. Anixter Inc. (a WESCO company) is the authorized distributor for this procurement. No alternative vendors can supply the required DormaKaba components.

Installation by OEM: DormaKaba requires that its locks be installed by DormaKaba personnel to ensure warranty coverage, system integrity, and proper configuration.

Cost of Conversion: Switching vendors would require full infrastructure replacement, estimated at several times the cost of the DormaKaba upgrade.

Security Needs: A non-networked RFID solution provides enhanced security without exposing the facility to network intrusion risks.

Operational Urgency: Current locks are at end-of-life and several doors are unusable, creating immediate operational and security risks that necessitate prompt replacement.

Precedent in Federal Procurement: DormaKaba lock systems have been procured as sole source in federal government acquisitions, including a U.S. Navy contract specifying DormaKaba RFID locks and Front Desk Units as brand-name only. This precedent reinforces the justification that only DormaKaba can supply compatible, functional replacements for the existing system.
