January 8, 2009 Pre-bid walk down with Alan McDermott

LIC Refractory Inspection & Repair

Description:

Perform inspection and repair and/or replacement of the refractory systems in the ANCDF Liquid Agent Incineration (LIC) Furnace system.

Present:

Mark Boden– ANCDF Engineering Department Alan McDermott – ANCDF Contracts Department Tammy Brown – ANCDF Contracts Department Al Brown – ANCDF Engineering Department Bob Cooper – ANCDF Engineering Department Ashley Rollins – ANCDF Contracts Department

Engineering explained the scope of work.

Plant pictures were presented.

The question was asked if the retainer rings were part of the solicitation. The answer was yes.

RQA welding procedure specs are required and will be approved by ANCDF. The contractor will provide welding services to put in the rings.

Names and certs. for the rings shall be part of the bid package.

The process of getting personnel cleared to be able to come on site was addressed.

The project start date is unavailable at this time.

Bids are due next Wednesday, January 14, 2009, by 2:30 pm.

Alan asked that the bidders e-mail him the fed-ex tracking number if they send their bid fed-ex.

It was asked if extending the work hours each day would be allowed. It is allowed as long as it is within the ANCDF safety standards and Federal Labor Laws. In the past they had two 10 hour shifts. There is no bonus to completing the assignment early.

The duration of this project is 37 days.

This particular furnace is the last to be taken down on the plant.

It was said that there are three chambers for the LIC. A diagram was presented.

It was mentioned that the glass area is very tough to clean out. It is 7 ½ feet deep in that area and was last cleaned in August 2008. For bidding purposes, assume it is full.

All of the brick in the exhaust duct is to be replaced. What is put in needs to be identical to what is taken out.

They went over all of the areas/openings that access can be gained. (Through the burner, two exhaust openings and two man openings) In the past they have moved the exhaust lids out of the way to allow access.

This is a confined space and full PPE face apparatus for dust contaminations and heavy metals need to be used. Steel toe shoes, hard hats and safety glasses will be required. PPE will be provided by the contractor and approved by ANCDF safety.

As it is very tight quarters, man ways are 20 inches, very short pieces of scaffolding will be needed and it is the contractor’s responsibility to provide the scaffolding.

Both sides of the venture will have slag.

On-site inspection, after cooled down, will not be available.

The contractor is responsible for cleaning up the room at the end of the job. It is not a very large room.

The filter systems and PM’s were explained.

There is 220 and 110 power available for contractor use.

When in use the primary incinerator is 2700 degrees, the second is 2000 degrees and at the end is 182 degrees out.

Cool/cold air will be blowing through the ducts and there will be no elevated temperatures when the contractor arrives.

Roll offs provided by ANCDF will be outside the building, approximately 20 feet away, for waist disposal. (ANCDF waste management group will communicate with contractor on how to separate the disposal matter)

There are restrooms and break rooms available by ANCDF for the contractor use.

The contractor will be responsible for providing a shower facility for their personnel.

ANCDF will have hook-up available for shower facility.

It was asked about rental equipment. There are some local rental places that are cleared to come on site.

There are exceptions to bringing in very large equipment and will need to be pre-arranged.

Brick conveyors have been used in the past.

The escorting process was explained.

Communication was addressed. Radios do not need to be on any certain frequencies for contractor personnel. Cell phones will not be allowed on site.

Mr. McDermott made it very clear that it takes extra time each day to get on site and asked for the contractor’s to be aware when pricing the bid.

The material is on site and will be delivered to the contractor when needed.

Alan McDermott will be the go-to contact.

The award will be given as soon as possible.

There will be no on-site safety person required of the contractor.

Major areas of work for each contractor were discussed. Both contractors feel capable of handling the job and have done similar jobs in the past.

Alignment of expansion joints are an issue. ANCDF will realign.

The doors and man ways were looked at.

All cutting will be done outside. There will be no cutting allowed inside the building. A cover will be provided to work under.

There is zero discharge allowed. Disposal drums will be provided.
