About this file

This document is Amendment No. 2 to a Request for Bid (RFB 810-57-93-25-050) issued by the North Dakota Department of Transportation (NDDOT) for an Anti-Ice Sprayer with a 2,400-gallon capacity for a flatbed truck body. The amendment addresses multiple technical questions from potential suppliers regarding specifications for tank hold downs, boom attachments, nozzle types, plumbing dimensions, and pump configurations. Key clarifications include that tank straps will be determined by individual districts, DOT will handle spray bar section mounting, 3-inch plumbing is required, and the pump must be capable of providing 60 gallons per minute at 50 mph for a 3-lane spray bar.

The amendment includes specific technical guidance such as removing "flushers" from the original specification, confirming that pump types can be stainless steel, and specifying that product training will be required at each delivery location. The document provides contact information for Vanessa Brosten, the Procurement Officer, and includes a signature section for vendors to acknowledge receipt and compliance with the amendment. The images accompanying the amendment show various nozzle types and configurations for the anti-ice sprayer, providing visual reference for the technical specifications being discussed.

Amendment No. 2

To: ALL INTERESTED SUPPLIERS

From: North Dakota Department of Transportation

Date: August 28, 2025

Re: Amendment to RFB 810-57-93-25-050; Anti-Ice Sprayer, 2,400 Gal, Flatbed Truck Body

Bidders Instructions #11 of the solicitation established a deadline for receipt of questions. The responses to these questions are provided as addenda to the solicitation. When necessary, the solicitation has been amended.

Question 1:

In product descriptions, there is no mention of tank hold down or stainless steel skid hold down specs. Is this part proformed by the ND DOT upon installation of units?

Answer 1:

The tank straps will be up to the Districts on how they want to fasten them, the valves and pump shall be mounted to stainless.

Question 2:

On the boom section – there is not mention on bracketry needed and how booms will attach? Is this part proformed by the ND DOT upon installation of units?

Answer 2:

DOT will mount the spray bar sections as they see fit.

Question 3:

On the boom section – there is a reference in Plumbing Section (2) part (C) – 304 stainless steel 1 1/2 “ side spray bars, with flushers. Need more info on “flushers” – Specs, flow rate… ect.

Answer 3:

Flushers should not have been included in spec. Remove ‘flushers’ from spec.

Question 4:

On the boom sections – straight steam nozzles with brass nut? The images provided show the holder for tips are a TeeJet nozzle body with stainless clip and plastic nut for adjustments. – difference in images provided vs wording.

Answer 4: Pictures of the brass nozzle are included in this amendment.

Question 5:

On the plumbing section – (F) i. 9306C-HM1C Cast iron pump – description talks about 3” suction and 2” pressure. However, the part number provided and images provided show a 2” full port flange stainless steel pump – Part number 9306S-HM1C-U.

Answer 5 The pump shown in the pictures of Amendment No. 1 are examples to show the setup. Pump can be stainless steel, and must be able to provide the 3 lane spray bar 60gpm at 50 mph.

Question 6:

Plumbing section describes much of the plumbing to be 3” – but, images show everything is 2”. Is this bid replicating existing units with images provided? Or does this need to be in fact 3” plumbing?

Answer 6 3 inch plumbing is needed. The NDDOT is going to 3 inch, we currently do not have pictures of a unit with 3 inch plumbing.

Question 7:

As for the product training? Does training need to be provided and coordinated with each delivery location separately? Or just at one location?

Answer 7 Each location will require training.

Question 8:

I understand the tank dimesons, but, could you provide the exact sizing of the stainless skid for pump/control assembly must be to fit desired locations.

Answer 8 We do not have exact dimensions, however, must fit valves, pump, control, etc. Mounting of the unit may differ by district.
