About this file

This is Amendment Two to a Request for Proposal issued by the South Carolina Department of Education for the Education Scholarship Trust Fund System. The amendment clarifies requirements regarding fiscal management and payment processing for the solicitation. Offerors must submit proposals by November 21, 2023, at 11:00 AM EST, with questions due by October 24, 2023, at 5:00 PM EST. A pre-proposal conference is scheduled for October 24, 2023, at 10:00 AM EST via Microsoft Teams, with access codes available from Procurement Officer Elsie Montgomery. The solicitation requires one electronic technical copy marked "Original," one redacted electronic technical copy marked "Redacted," one electronic price copy marked "Original," and one electronic price copy marked "Copy." Award notification is scheduled for December 9, 2023. Offerors must acknowledge receipt of this amendment by identifying the amendment number and date on the submission form and must hold their offers open for a minimum of thirty calendar days after the opening date.

The amendment addresses a question regarding payment processing, clarifying that while the state prefers vendors provide payments through their own systems as third-party vendors, offerors may propose solutions requiring an interface with the state's financial system. Any proposed solution must comply with South Carolina Section 59-8-120 and meet the requirements and benefits outlined by the South Carolina Department of Education. Offerors should explain their proposed payment process approach in their technical response. All documentation, amendments, and related notices will be posted at http://www.procurement.sc.gov. Vendors must register at this website to obtain a South Carolina Vendor Number prior to submission.

A. Answer Questions Received

A question and answer was inadvertently missed with Amendment One. No additional questions will be received for this solicitation. No material change was made, so an extension is not needed.

1. The question relates to RFP requirement on page 16 which states: “Fiscal Management and

Payment System: An online portal that allows the management of planning, directing and controlling financial resources including income, expenses, invoices, payments, etc. “

Please confirm that all payments to providers will be made through the state financial/payment system. The contractor has to provide the right information and files through an interface for the state to make the payments.

The State’s Response: The requirements surrounding the administration of the fund can be found with SC Section 59-8-120. It is our preference for a vendor to provide payments through their system, as a third party vendor. However, offerors may provide a solution that requires an interface. Offerors should explain that process in their technical response. Nonetheless, we expect a solution that meets the requirements of the law and benefits SCDE.

End of Amendment One.
