About this file
This document is an amendment to a solicitation for HVAC Preventive Maintenance Services at the Baltimore National Cemetery, issued by the Department of Veterans Affairs National Cemetery Administration. The amendment addresses seven key clarification points, including confirmation that Standard Form 1449 is not required, site manager presence is not mandatory during maintenance, and the contract is specifically a preventive maintenance contract. The scope clarifies that this is a standalone system maintenance effort with service calls, not requiring a new Building Automation System installation.
Additional notable details include personnel requirements, where no background checks are mandated, workers must have legal work authorization in the US, and no specific security clearances are required. The contract covers HVAC maintenance for existing equipment, with the understanding that two additional Fujitsu split-type system units in the Administration Building will not be included in the contract scope. The site visit referenced in the amendment occurred on August 6, 2025, and all other terms and conditions remain unchanged from the original solicitation.

Amendment to HVAC Prevention Maintenance Services
1. Standard Form (SF) 1449 Clarification Upon reviewing the solicitation documents, we noted that Standard Form (SF) 1449 was not included. Could you please confirm whether SF 1449—or a VA-equivalent form—is required for submitting the price quotation?
A Standard Form 1449 is not required.
2. Site Manager Presence During Preventive Maintenance The Preventive Maintenance Services document states that the contractor must demonstrate a Management Team onsite during the performance period with the required experience. Can you confirm if it is acceptable for a Certified HVAC Technician to be onsite during the four annual PM services, with the Site Manager remaining offsite but readily available? The Site Manager would still provide daily logs documenting the work performed.
It is not necessary to have a Site Manager on-site; a technician is acceptable.
3. Scope Clarification – Full-Service vs. Preventive Maintenance Section A.1 of the Baltimore HVAC SOW refers to this as a “full-service maintenance contract,” but Section A.2.8 states that out-of-scope repairs will require prior pricing and approval. Could you please clarify whether this is a preventive maintenance-only contract, and whether the reference to “full-service” was intended or in error?
This is a Preventative Maintenance Contract.
4. Building Automation System (BAS) Requirements Section A.2 of the SOW states the contractor must connect to the HVAC system remotely using their own internet or cell modem to make system adjustments. However, during the site visit, it was observed that the facility lacks a working BAS and all equipment is standalone. Please clarify whether the intent is for the contractor to install a new Building Automation System to fulfill this requirement.
All systems are standalone and there is no requirement to install a BAS.
5. Emergency Unscheduled PM Inspections vs. Service Calls Section A.2.9 of the Baltimore HVAC SOW requires four "emergency unscheduled preventive maintenance inspections" annually. Could you clarify whether these are intended to be inspections or service calls in response to system issues?
Service Calls
6. Unlisted Equipment Observation During the site visit, we observed two additional HVAC units in the Administration Building not included in the SOW’s equipment list. Specifically, there is a Fujitsu split-type system with an indoor unit and outdoor condenser.
Will this equipment need to be added to the contract scope?
This will not be included in the scope of this contract.
7. Personnel Requirements Please confirm if any specific personnel requirements apply to installers under this solicitation:
a. Background Checks: Are background checks required for all onsite personnel? No.
b. Citizenship: Must installers be U.S. citizens, or are other lawful working statuses (e.g., green card holders) acceptable? Yes. Those workers need to get paid and would require having the ability to work in the US.
c. Additional Requirements: Are there any other requirements, such as security clearance, drug testing, or union affiliation? No. All employees are required to sober and not under the influence of any drugs whenever working with or any of the systems of equipment on the National Cemetery.
