About this file

This document is an amendment to CPO Notice 2022.05 from the Illinois Central Management Services Bureau of Strategic Sourcing State Purchasing Officers. The amendment recognizes that subsequent Executive Orders 2021-22 and 2021-23 supersede Executive Order 2021-20 and extend the date that certain contractors must become vaccinated. All agencies are required to notify potential contractors of the issuance of these Executive Orders by including the amended COVID-19 Protections clause into all solicitations, regardless of procurement method. The clause mandates that vendors adhere to the requirements of the Executive Orders, and agencies may also implement vaccination or testing requirements that exceed those in the Executive Orders.

The document provides links to the full text of Executive Orders 2021-22 and 2021-23, which outline the COVID-19 vaccination and testing requirements for certain contractors working in indoor public places, healthcare facilities, schools, institutions of higher education, and state-owned and operated congregate facilities. Contractors must comply with these requirements, and agencies may impose additional requirements as needed.
