About this file

This is Amendment One to a Request for Proposal (RFP) issued by the SC Technical College System on behalf of the State Board for Technical and Comprehensive Education for Student Debt Prevention Professional Services. The solicitation seeks a qualified vendor to provide student debt prevention services across 14 South Carolina technical colleges. The amendment modifies key dates: the proposal submission deadline has been extended to June 25, 2024 at 10:00 AM EST, with award posting scheduled for July 29, 2024. The maximum contract period runs from August 8, 2024 through August 7, 2029, representing a five-year initial term. A non-mandatory pre-proposal conference via Zoom was scheduled for May 16, 2024 at 10:00 AM EST. Demonstrations are tentatively scheduled for June 27, 2024 and July 11, 2024, with each offeror allotted 1.5 hours including a question and answer session. Offerors must submit one original technical proposal marked "Original excluding price," one original business proposal with pricing marked separately, and one redacted copy. The amendment confirms that Denmark Technical College participates in the federal student loan program and provides updated student loan repayment data for fiscal years 2022 through 2024 across all 14 colleges for bidding purposes.

Pricing proposals must detail total cost of ownership across all five years, broken down by individual year and service type, with unit pricing potentially varying for different services such as grace period contact, delinquency contact, and financial literacy education. The state indicated there is a budget cap for the services but will not disclose the amount, with cost being one of several deciding factors rather than the sole basis for award. No set-asides or incumbent dissatisfaction was noted; the state confirmed satisfaction with the current vendor. Offerors must provide itemized pricing in a separate document and include a price proposal summary chart as the cover page of their detailed pricing submission. Questions from offerors must be received by May 16, 2024 at 3:00 PM EST, and offerors are required to acknowledge receipt of all amendments and respond point-by-point to each functional requirement and current system functionality listed in the technical proposal section.

Price Proposal Summary Chart

QUESTION 4 - Page 36, Bidding Schedule/Price-Business Proposal. The COVID pandemic negatively impacted community college enrollment, student loan borrowing, and repayment rates which means that the statistical information provided is of limited use to a new bidder. Due to this the FY2017, FY2018, and FY2019 cohorts are inflated and do not reflect the current state. Additionally, the data provided by SCTCS does not provide the bidder with the actual number of students in repayment for each college and each active cohort - meaning FY2022, FY2023, and FY2024. Since the current provider has access to current student loan repayment data and new bidders do not, would SCTCS please provide the following information to ensure that our bids are based on the same set of assumptions? This information could be supplied by an NSLDS School

Portfolio Report or your current provider.

QUESTION 5 - Page 36, VIII. Bidding Schedule/Price-Business Proposal. In reviewing the schedule, we wanted to get clarification of the grid completion. Will the Unit Price and the Extended Price be the same number as you are multiplying the Unit Price x one year? For example:

Line Number Quantity Unit of Measure Unit Price Extended Price

0001 1.000 Year $100 $100

Product Catg: 96258 – Professional Services (Not Otherwise Classified)

Item Description: Student Debt Prevention Services – Year 1

Internal Item Number: 1

Response – 5: Refer to Question/Response 3 (above).

QUESTION 6 - Page 36, VIII. Bidding Schedule/Price-Business Proposal. Based on the pricing question asked during the pre-proposal conference call, vendors may have different unit prices for different services. Does the vendor total every year’s unit and extended price to complete VIII in the procurement system, then list all items separately with a total in their Price

Proposal submission? Examples for clarification below:

Price Proposal Example:

Line Number Quantity Unit of Measure Unit Price Extended Price

0001-a Vendor Product 1* 500 Per person $1 $500

0001-b Vendor Product 2* 1,000 Per person $2 $2,000

Total $3 $2,500

Product Catg: 96258 – Professional Services (Not Otherwise Classified)

Item Description: Student Debt Prevention Services – Year 1

*Total across 14 colleges

Procurement System Example:

Line Number Quantity Unit of Measure Unit Price Extended Price

0001 1.000 Year $2,500 $2,500

Product Catg: 96258 – Professional Services (Not Otherwise Classified)

Item Description: Student Debt Prevention Services – Year 1

Response – 6: Refer to Question/Response 3 (above).

QUESTION 7 – Page 13, On-Line Bidding Instructions (Modified). In logging into the SC procurement system, will the vendor submit each Year’s Total Extended Price in the Price field indicated below? Or is there another location that vendor should be updating also?

Response – 7: The information referenced above has been updated in SCEIS. You will need to enter your total for five (5) years.

QUESTION 8 - Are you satisfied with your current vendor?

Response – 8: There isn’t any dissatisfaction with the current vendor.

QUESTION 9 - What is your budget for services requested?

Response – 9: There is a budget cap for Student Debt Prevention Services; however, the budget will not be disclosed.

The deciding factor will not be based solely on cost.

QUESTION 10 - A redacted copy of the proposal is not required provided that this space is initialed, “Initial here if no redacted copy is necessary____” Correct?

Response – 10: Correct. If you are not submitting a redacted copy, initial in the space provided.

QUESTION 11 - The liability insurance requirement is broad for additional insureds (c) “Every applicable Using

Governmental Unit, and the officers, officials, employees and volunteers of any of them…".

At the very least, we would like to ask that “volunteers” as additional insureds be removed. Insurance brokers do not like to add a broad number of additional insureds onto insurance policies.

Response – 11: The liability insurance requirements/clause stands as written in the solicitation.

QUESTION 12 - Do we need to respond to each item point-by-point in our Technical Proposal for the items below (or are they informational only)?

• Functional Requirements (1-5)

• Current System Functionalities (1-11)

Response – 12: Yes, you will need to respond to each item point-by-point in your technical proposal. AP
