About this file
This is Amendment One to a Request for Proposals (RFP) issued by the State of South Carolina's Division of Procurement Services on behalf of Coastal Carolina University for Enrollment Management Services. The solicitation seeks vendors to provide enrollment management services to support the university's enrollment goals across first-year and transfer student populations. Proposals must be submitted electronically by December 1, 2021, at 11:00 a.m. via http://www.procurement.sc.gov. Questions from offerors must be received by November 15, 2021, at 3:00 p.m. A non-mandatory virtual pre-proposal conference is scheduled for November 5, 2021, at 10:00 a.m., with login information available upon email request to the procurement officer. Award notification is scheduled for January 26, 2022, with the partnership required to be operational by July 1, 2022. Offerors must submit one electronic technical proposal, one electronic business proposal, and redacted copies of each unless noted otherwise. Offers must remain open for a minimum of sixty calendar days following the opening date.
The State of South Carolina does not post budget information, and all responsive and responsible proposals will be considered, though cost negotiations may occur with the highest-ranked offeror. No evaluation points are awarded for using disadvantaged small businesses as subcontractors. Coastal Carolina University's enrollment data indicates first-year enrollment ranged from 2,056 to 2,519 students across Fall 2018–2021, with transfer enrollment ranging from 652 to 744 students during the same period; the university seeks to sustain or grow enrollment while maintaining academic quality and retention metrics. Electronic signatures are accepted in lieu of wet ink signatures. Insurance requirements need not be submitted unless specified in the RFP clauses. Evaluation factors are ranked in order of importance with weighted values, though specific weight values are not publicly disclosed.

Questions & Answers
· Can Coastal Carolina please confirm vendors should incorporate responses to the Scope of Work (Section III) in their Technical Proposal, adding additional sections as needed to respond to all of the items listed in the Scope of Work? Please follow order and respond to questions listed in IV. Information For Offerors To Submit.
· Due to COVID-19 and local mandates, our firm has continued to restrict access to our local office and employees are required to work remotely for the time being. With this in mind are you willing to accept an electronic signature in lieu of a wet ink signature on all forms? Yes
· Has Coastal Carolina assigned weight values to the Evaluation Factors provided in the RFP? The evaluation factors are ranked in order of importance as well as weight values. The State does not post the weight value.
· Can Coastal Carolina please confirm if vendors need to include the Data Security and Governance – Information Security and Access Control Questionnaire in their responses or provide this only if awarded? Please provide with your proposal.
· Can Coastal Carolina please confirm if it does not desire line by line responses to the Qualifications (Section V) if those items are not relevant? If it is not relevant, a response is not necessary.
· Has Coastal Carolina identified a budget for this initiative, and if so, is it possible to share? Is there a price above which proposals would not be accepted? Does that include pass-through and list costs? The State does not post budget information. All proposals are accepted. If you are the highest ranked responsive and responsible Offeror, negotiations may be needed to discuss cost.
· Are vendors awarded evaluation points for using disadvantaged small businesses as subcontractors? No
· Can Coastal Carolina please provide a details decision timeline for this RFP (e.g., finalist presentation, intent to award, etc.)? The partnership would need to be in place by 7/1/2022.
· Can Coastal Carolina please provide the enrollments across the last three classes? What specific enrollment targets do you want to achieve? First-Year Enrollment: Fall 2018: 2,329, Fall 2019: 2,304, Fall 2020: 2,056, Fall 2021: 2,519. Transfer Enrollment: Fall 2018: 677, Fall 2019: 717, Fall 2020: 652, Fall 2021: 744.
CCU seeks to at least sustain and preferably grow enrollment, while not lowering academic quality or impacting retention and persistence.
· Section IV states that bidders “must upload an image of a signed Cover Page and Page Two.” Does the university require a separate image file (e.g., JPEG or PNG) uploaded to the bid site and saved to the USB? Or can bidders include the signed forms in the final PDF of our response? The signed forms may be included in the Business Proposal.
· The RFP states bidders “should submit a summary of all insurance policies you have or plan to acquire to comply with the insurance requirements stated herein”; however, we do not find insurance requirements stated in the RFP. Please provide the university’s insurance requirements. If it’s not specified in the clauses, you do not need to submit anything with your proposal.
· Re: Section IV., under Technical Proposal requirements, Experience and Qualifications, item 3: the last two sub-bullets start over the lettering order at a. Because we are to repeat numbering and lettering in our response, please clarify if these items should be 3.f. and 3.g.? Please use f. and g.
