About this file

This is Amendment One to a Request for Proposals issued by the State of South Carolina, Division of Procurement Services, on behalf of South Carolina State University for the operation of the SCSU Student Bookstore. The solicitation encompasses comprehensive bookstore management services including retail operations, textbook sales (new, used, digital, and rental formats), trade books, supplies, clothing, gifts, convenience items, computer hardware, and an associated university e-store. The amendment modifies key deadlines, establishing a questions deadline of August 7, 2019, at 3:00 pm and a final offer submission deadline of August 14, 2019, at 11:00 am. A non-mandatory pre-proposal conference is scheduled for July 11, 2019, at 1:00 pm. Award notification is anticipated on September 30, 2019. Offerors must submit one electronic technical proposal, one electronic business proposal, and corresponding redacted copies of both documents. The contract will be formed with a single, distinct legal entity, and offerors must acknowledge receipt of this amendment and agree to hold their offers open for a minimum of sixty calendar days after the opening date.

The current financial arrangement involves commission-based compensation at fourteen percent on sales up to $2.5 million and sixteen percent on sales exceeding $2.5 million, with a guaranteed minimum of ninety percent of the prior year's sales, plus annual scholarships of $10,000 for general scholarships and $2,000 for book scholarships. Historical sales data indicates total gross sales of $1,363,978 in fiscal year 2017-2018 and $1,240,160 in fiscal year 2018-2019, with textbooks representing the largest revenue category. Gross sales are defined to include all store, e-store, web, catalog, and mail order sales, including text rental fees and replacement costs, while excluding rental processing fees, refunds, taxes, and commissions on graduation rings and regalia. The existing bookstore infrastructure does not include owned furniture and fixtures; however, vendors may negotiate private purchase arrangements. The current bookstore was renovated seven years ago with a capital outlay of $379,000, and athletic sales are currently handled through the bookstore without dedicated secure retail space in athletic venues.
