About this file

This Amendment One document is an Invitation for Bid issued by the State of South Carolina Adjutant General's Office for the procurement of Personal Radiological Dosimeters. The solicitation requires bidders to submit offers online at www.procurement.sc.gov by June 1, 2026, at 10:00 a.m. Questions from prospective offerors must be submitted to Procurement Officer Ginny Reedy (Ginny.reedy@scmd.sc.gov) no later than May 26, 2026, at 5:00 p.m. No pre-bid conference or site visit has been scheduled. Award will be posted on June 1, 2026, and the contract term will run from June 26, 2026, through June 25, 2031, with an automatic one-year renewal option unless the state provides at least thirty days' notice of non-renewal. The primary deliverable consists of 4,026 personal radiological dosimeters per year, with supplementary line items for fees associated with non-returned or damaged units, re-shipment services, special handling, and express manufacturing.

Offerors must submit fixed unit prices and extended prices for each year and fee category in U.S. dollars, excluding sales or use taxes, with all pricing submitted online through the state's procurement website. Award will be made to the lowest responsible and responsive bidder. Vendors may claim applicable preferences under South Carolina Code Section 11-35-1524 if they maintain an in-state office and satisfy other statutory requirements; however, no specific set-aside designations for disadvantaged businesses are stipulated in this solicitation. Offerors must be registered South Carolina vendors and must submit signed cover pages and Page Two documentation with their offers. Payment will be rendered by electronic funds transfer following submission of proper invoices for accepted deliveries. No incumbent vendors or current contractors are identified, and the solicitation does not specify an explicit budget range or award value.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences . ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS CONSEQUENCES. [11-35-1524(E)(4)&(6)]

PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. An in-state office is necessary to claim either the Resident Vendor Preference (11-35-1524(C)(1)(i)&(ii)) or the Resident Contractor Preference (11-35-1524(C)(1)(iii)). Accordingly, you must provide this information to qualify for the preference. An in-state office is not required, but can be beneficial, if you are claiming the Resident Subcontractor Preference (11-35-1524(D)).
