About this file

This document is an amendment to a State of South Carolina Invitation For Bid (IFB) solicitation for grease trap and septic tank pump out services issued by the Adjutant General's Office. The solicitation seeks annual pump-out and cleaning of grease traps and on-call pump-out of septic tanks located at various state-owned facilities across South Carolina. Vendors must provide lump sum pricing per region for annual grease trap services as well as unit pricing for hourly labor, parts markup, septic tank pump-out per gallon, and mileage. The bid is due on June 20, 2024 at 10:00 AM. The award will be posted on July 1, 2024, and the contract term is for one year with up to four one-year renewal options.

The pricing structure allows vendors to provide a lump sum cost per region for annual grease trap services, as well as unit pricing for grease trap repairs and septic tank pump-outs. There are no specific set-asides mentioned, and the award will be made to the low bidder per region. The solicitation includes details on vendor qualifications, required employee documentation, and warranty information. Payment terms are not specified.

VENDOR QUESTIONS AND ANSWERS

1) Regarding Tables 1, 2, 3 (the 3 regions for grease trap pumping), these all have a column ‘cost pump&dispose but do not see an actual total per region (there is a $ sign though at end of each though). Is this supposed to be a lump sum cost for each one, then a total for each of the regions as a lump sum? Response: Yes, a Lump Sum cost per location with a total for each region.

2) Regarding Table 4 (septic location), these do not have an individual cost column but just a ‘cost per gallon to pump-out & dispose’. I wanted to confirm that this table is just a unit rate per gallon to pump & dispose. Response: Yes, this is just a Unit Rate price per location.

3) Regarding Section VII. Bidding Schedule/Price-Business Proposal table on Page 28 of the Solicitation and the Table 5 – unit prices. I wanted to see if both tables are required to be submitted. Table 5 attachment appears that it is the same for Lines 0002, 0003, 0004 and 0005 on Page 28 minus the Line 0001 for Agency Contract, Grease trap pump-out. Response: Yes, you are correct, they are one in the same, so Table 5 can be deleted. It was included as a reference, onl;y.

a. Line 0001 - Agency Contract, Grease Trap Pump-Out in gallons – indicates a unit price and extended price. What pricing is to go here? (tables 1, 2 and 3 appear to be lump sum per site)

b. Line 0002 – Grease Trap Pump-Out: Hourly Labor Rate in hours - indicates a unit price and extended price. Is this just for repairs (this is also on Table 5) and what would be an extended price if just a hourly rate?

c. Line 0003 – Grease Trap Pump-Out: Parks Mark up (each) – indicates a unit price and extended price. Assume for repairs and (this is also on Table 5) assume both unit and extended would be the same here.

d. Line 0004 – Grease Trap Pump-Out: Septage Pump Out (gal) – indicates a unit price and extended price. Is this just for when repairs are needed? (this is also on Table 5) Assume unit price and extended price the same.

e. Line 0005 – Grease Trap Pump-Out: Mileage Rate (mile) – indicates a unit price and extended price. (this is also no Table 5) Although we do not intend to charge any mileage, is this just for repairs?

Are the annual grease traps/septic pump outs all scheduled during the same round during the year for the annual servicing? I.e. would the contractor be able to complete one entire region doing the sites back-to-back until complete or is each site on individual different schedules? I.e. should we assume to price as if you are doing each site individually and coming back?

All sites within a region can be completed at the same time. It will be up to the contractor, to complete a routing schedule that will be most cost beneficial for a Region.

I noticed that Walterboro Armory is listed for both the Upstate region table 1 and coastal region table 3. I believe it is not supposed to be in the Upstate table but wanted to confirm.

Table 1 has been updated with the Walterboro Armory removed from the list.

I am questioning the quantity on the first line item for grease traps. The quantity on the form is only 1 gallon, but I calculated a total of 41,550 gallons based on all of the locations and sizes per each location. This is the main driver for the total bid amount and I am questioning how it should be presented on the online form. If I do not take into account the total gallons pumped it looks like our total bid amount is about $100.00, which would be inaccurate.

Table 1, 2 and 3 should be used to quantify the cost per location for a specific region.

Table 5 - Unit Prices is to be used for pricing the pump-out of septic tanks, only, at a cost per gallon (for price of pump truck use), plus labor cost, plus mileage. These line items may also be use, should a second pump-out of a grease trap be required in order to complete necessary repairs to a specific unit.

The low bid for each region will be based on the total cost to pump-out, transport and dispose of grease trap material and will be the basis for the award of a contract per Region.
