REQUIREMENT:
Glacier National Park requires Fuels Reduction, in the Kelly’s Camp area along the northwest shore of Lake McDonald, due to storm damage that occurred in early summer 2020. Satisfactory completion of the contracted fuels reduction work will be evident by observing the following conditions within the project area:
• The majority of downed logs are removed from the project area as described in 1. Measurable Conditions.
• Trees marked with paint within the project area shall be felled and removed and slash managed as described in 1. Measurable conditions.
• Woody debris shall be removed from the project location or prepared for disposal by the National Park Service in the form of small slash piles or larger piles at landings.
1. Measurable Conditions of Completion
Dead and downed woody debris volume shall be reduced from pre-work conditions to <12 tons per acre for material greater than 3 inches in diameter as measured by USDA Forest Service Handbook for Inventorying Downed Woody Material.
Dead and downed woody debris and slash volume shall be reduced from pre-work conditions to <2 tons per acre for material between 1 and 3 inches in diameter as measured by USDA Forest Service Handbook for Inventorying Downed Woody Material.
Stumps throughout the project area shall be cut to 16 inches or less above ground level.
2. Aesthetic Conditions of Completion
Where possible, root wads are re-positioned upright in the natural cavity and stump heights are trimmed to 16” or less above the ground level.
Where it is not possible to reposition stumps in the natural stump cavity, stumps shall be removed from the site or placed in the NPS approved landing for piling.
Log butts and any large diameter (>20” on the large end) pieces are removed from the site or placed in Glacier National Park approved landing for piling. Only limited space is available for landings and landing piles. Any material left as residual downed woody material greater than 3 inches in diameter will be at least 8 feet in length and preferably broken naturally or by machine rather than cut with a saw for a more natural appearance. Residual downed woody material should be free of limbs and contact the ground for the entire length of the piece. Residual volume must meet requirements of the Measurable Conditions.

(406) 599-4402
3. Pile Descriptions- Conditions of Completion
Slash piles are described as piles constructed within the unit for disposal of dead and down woody debris. Slash piles shall be compact, free of soil and of sufficient size to facilitate burning. Slash piles will be a minimum height of 6 feet and shall be placed no closer than 20 feet from any standing reserve tree. All material extending more than 2 feet beyond the outside perimeter of the pile shall be severed and returned to the pile. Material in piles should be oriented parallel as much as practicable in order to facilitate burning. Slash piles will be constructed with mostly non-merchantable branch material and cull logs. Large material and stumps should be removed from the project area or transported to the landing for disposal at an approved landing pile.
Landing piles may be approved for disposal of large material and stumps and/or tops and branch material as agreed to by the National Park Service. The majority of logs must be removed from the project area. A landing is considered a place where logs or products are gathered for processing and loading. Landings are approved on a case by case basis. Landing piles shall be reasonably compact, free of soil, and be a minimum of 10 feet high and shall be located at least 50 feet from residual timber and 100 feet from private property boundaries. All material, which extends more than 5 feet in any direction from the pile profile, will be cut off and returned to the pile. No dozer/skidder piling is allowed. Landing piles are approved by the National Park Service on a case by case basis.
Interested contractors should visit the site prior to bidding. See “52.371 Site Visit” at the end of this combined synopsis regarding a site visit.
A bridge that provides access to the project area has a 15-ton weight limit. All equipment, vehicles, trucks, and truck-trailer combinations must not exceed the weight limit on the bridge.
Special site conditions for consideration:
• Railroad overpass on the Going-to-the-Sun road coming off of U.S. HWY 2 has a height restriction of 13'6".
• Single lane wooden bridge over Lake McDonald Creek on N. Lake McDonald Rd has a weight limit of 15 tons.
• Small single lane concrete bridges over Kelly Creek and the proximal unnamed drainage have a 63 ton weight limit.
• No overnight camping on site is authorized.
• Wildlife will be on site!

Use a lined containment dike fueling station with 110 percent containment capacity or other methods approved by persons are required during fueling operations, one to operate the fuel nozzle and one on standby at the fuel truck ready to take any necessary actions to prevent any spills. (if applicable)
3. Use absorbent spill diapers at all times during fueling. Dispose of contaminated soils and report the disposal of contaminated soils according to current Federal, state, and local regulations.
4. Avoid all unnecessary idling of all vehicle engines.
5. Confine all work to the identified project area.
6. Suspend all activities when a bear or wolf comes near an active working area and creates a potential animal/human conflict. Immediately notify the park point of contact
7. Notify the park point of contact immediately if locating a dead, injured, or sick animal. Do not unnecessarily disturb any evidence associated with the specimen.
8. Report any observation of wildlife exhibiting unusual behavior, for example sheep/goats licking equipment, getting into, or attempting to enter, closed vehicles or other storage structures, etc. to the park point of contact.

TECHNICAL SPECIFICATIONS
Project Location: Northwest shore of Lake McDonald Glacier National Park. Legal description is the northwest corner of section 15, T33N, R18W. See project map below
Project Description: Treating downed woody material resulting from windstorms along the northwest shore of Lake McDonald.
The total gross acreage of the treated area is approximately 16. Two separate units are delineated on the ground. The unit boundaries are marked with flagging.
All piling of slash and woody debris shall be done with an excavator to minimize soil disturbance and prevent dirt from being incorporated into slash piles.
There are several private land parcels located within the project area. NO work will occur on private land.
A small rubber-tired skidder, rubber-tired forwarder, tractor, or other approved equipment determined to cause minimal resource impact, may be used to skid downed trees to pre-approved decking areas.
No equipment may exceed a total gross weight of 30,000 pounds. This weight limit includes all vehicles, trucks, and truck-trailer combinations.
Single lane plowing may be required on up to a combined 5-miles of both the Going to the Sun Road and North Lake McDonald Road during the winter period of performance.
Must be able to yard or skid all larger material to specified decking areas and then process material to be hauled out.

(406) 599-4402
Skidding shall be performed with 10” of settled snow on the ground, to prevent soil damage; or as determined by the Park Representative, air temperature below freezing and road in an adequately frozen state. Most material is still attached to root wads and stumps will need to be replaced or removed. An estimated 4 trees per acre of marked/painted standing fire killed trees shall be felled and removed. Remaining material and slash in units would be piled with an excavator according to piling guidelines. This work can only be done when the ground is snow free and dry.
Payment will be made on total unit acres (16 ac)
Slash loading varies from moderate to heavy throughout the units.
