About this file
This document is an amendment to Bid #16-03 Thermal Roll Ticket Stock issued by the Massachusetts Lottery. The amendment responds to a vendor question regarding the tracking system process for the thermal roll ticket stock. The Massachusetts Lottery confirms that they are not eliminating the tracking system process, and vendors will be required to provide sequential numbering on each ticket, barcode labels on each roll, barcode labels on each carton, and barcode information on each pallet tag. However, the Lottery will not require a serial numbers file or Excel file. The amendment provides examples of the required tracking system elements. All other bid particulars remain the same.
The amendment does not provide details on pricing terms, set asides, incumbents, funding requirements, or other commercial terms. It focuses solely on clarifying the tracking system requirements for the thermal roll ticket stock procurement.

AMENDMENT #3
BID #16-03 THERMAL ROLL TICKET STOCK
To All Interested Vendors -
A question has been received pertaining to Bid #16-03 Thermal Roll Ticket Stock posted on CommBuys. Please see below:
QUESTION:
Looking through the bid specifications, there was no reference to the entire tracking system process. This includes:
1. Sequential numbering on each ticket
1. Barcode label on each roll referencing all of the serial numbers in the roll
1. Barcode label on each carton referencing all of the rolls within the carton
1. Bar code information on each pallet tag referencing all of the cartons inside the pallet
1. Serial numbers file and Excel file that allows you to load every serial number produced for Mass Lottery into an inventory database.
Is the Lottery eliminating a tracking system process in Massachusetts?
ANSWER:
1. The Lottery is not eliminating the tracking system process. Vendors will be required to provide items #1 through #4 listed above – sequential numbering on each ticket, barcode labels on each roll, barcode labels on each carton and barcode information on each pallet tag. The Lottery will not require, however, a serial numbers file and an Excel file.
Below are samples of items #1 through #4:
1. Prefix and Ticket Number SD - Prefix 00 - Lane Number 10210905 - Counting up to 99,999,999 that we are allowed per lane per prefix.
2. Internal Roll Label MA - State SD - Prefix 033456 – vendor designated number for the tracking program that is linked to all the tickets in the roll as what roll was used to print it and when it was printed.
3. Roll Label SD - Prefix 0351756 - Carton number 006 - Roll position in the carton
4. Pallet Label 6337 - Pallet number SD - Prefix 0351241 - Starting carton number 0351300 - Ending carton number
All other particulars remain the same.
If there are any questions, please let me know.
Thank you.
