About this file
This is Amendment No. Three to a Request for Proposal issued by the South Carolina Department of Health and Environmental Control (DHEC) for Healthcare Quality Merger Services. The solicitation (Number 5400020394) seeks contractor support for training and mentoring of DHEC surveyors and management staff within the licensing and certification bureaus. Key service requirements include providing four upper-level management positions for training and mentoring of current DHEC managers, eight survey trainer positions for RN and Generalist disciplines, classroom training of at least three weeks for new surveyors, in-field training and precepting experiences for approximately 20 new surveyors across recertification and complaint survey types, and quality assurance review support. The original offer submission deadline of January 26, 2021 at 2:30 PM ET was extended to February 9, 2021 at 2:30 PM ET. A pre-bid conference was held on November 30, 2020 from 10:00 AM to 12:00 PM as a conference call. The award date was revised from February 8, 2021 to February 22, 2021. Sealed offers must be submitted to SC DHEC Procurement Services Division at 301 Gervais Street, Columbia Mills Building, 4th Floor, Columbia, SC 29201, with offers remaining open for a minimum of 60 calendar days after the opening date.
Submissions must include one original hardcopy marked "ORIGINAL," one copy on USB drive (excluding price proposal), one sealed separate price proposal in hardcopy marked "Price Proposal," one price proposal on USB drive, and one redacted copy if applicable. DHEC currently operates with 16 management positions (five vacant), eight newly hired certification surveyors, nine experienced certification surveyors, zero newly hired licensure surveyors, and 17 experienced licensure surveyors, with a target of 62 total surveyors when fully staffed. The department has an existing training curriculum and identified approximately 20 new surveyors requiring precepting experience. Current SMQT certified staff assist in field training but this is not their primary role, and the department's training team is not qualified to precept at this time. Preferences do not apply to this Request for Proposals per South Carolina Consolidated Procurement Code Section 11-35-1524, Part (E)(5). The contract does not include the training of existing staff, only new staff training responsibilities.
