About this file

This is an Amendment to a federal solicitation (Standard Form 30) for Annual Laundry Equipment Preventive Maintenance, Diagnostics, and Repairs services at the Richmond VA Medical Center. The amendment extends the offer receipt deadline to October 2, 2026, at 5:00 PM EDT and incorporates Wage Determination 2015-4313 (Revision 35, dated 8/11/2026). The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 6, through its Network Contracting Office 6 in Hampton, Virginia, is the contracting agency. The contract is designated as a Small Disadvantaged Veteran-Owned Small Business (SDVOSB) set-aside with a firm-fixed monthly price structure, and similarly situated SDVOSB subcontractors may be used for performance without counting against subcontracting limitations. A site visit is optional on September 28, 2026, with a Q&A deadline extended to September 29, 2026, at 5:00 PM EST.

The Statement of Work requires two qualified service technicians to be onsite one week per month for 12 months, performing preventive maintenance on laundry equipment including washing machines, dryer systems, drainage infrastructure, Parker boilers, Atlas Copco compressors, conveyors, Milnor tunnel systems, and T.E.A. heat recovery equipment. The contractor must provide all tools, labor, transportation, and supervision while adhering to OSHA, NFPA, and EPA regulatory standards. Emergency service response is required within 23 hours, with costs potentially added through a separate CLIN. The Government provides repair parts and oil/grease; the contractor includes routine preventive maintenance in the monthly price. Normal working hours are Monday through Friday, 8:00 AM to 5:00 PM EST, excluding federal holidays. Service reports documenting work performed, technician names, equipment details, and description of services are required for each visit.

Response to questions.

· Scope: The equipment list includes the Parker boilers, Atlas Copco compressors and air dryers, conveyors, the Milnor tunnel system, and the T.E.A. heat recovery equipment, but the preventive maintenance checklists in Section 5 do not address them. Are these items in scope, and if so, what services are expected for them? They should have been included in the scope, and PM’S are what is expected of this equipment. Updated Statement of Work to include equipment.

· Emergency service: Is the contractor expected to respond to breakdowns between the monthly on-site weeks? If so, what response time is required, and should that cost be included in the monthly price? Yes, within 23 hours of said call for emergency calls. A clin can be added to the contract for emergencies.

· Wage determination: Clause 52.222-41 (Service Contract Labor Standards) is included, but no wage determination is attached. Please provide the applicable wage determination. Wage determination is added to this amendment.

· Period of performance: The schedule shows a start date of 09-22-2026, which is before the quote due date, and the price evaluation references option periods under FAR 52.217-8 while the schedule has a single 12-month CLIN. Please confirm the anticipated start date and whether any option periods apply. The period of performance will be updated to current dates once quotes are in and we are ready to award.

· Site visit: Because the site visit on September 28 falls after the question deadline, will questions arising from the site visit be accepted? If there are any questions after the site visit there will be another amendment on Sam.gov only addressing questions from the site visit. Q&A will be extended to September 29, 2026, 6:00 pm EST.

· Subcontracting / Similarly Situated Entity: May the SDVOSB prime contractor satisfy the service requirements using qualified technicians employed by a subcontractor, provided the arrangement complies with VAAR 852.219-75? If the subcontractor is also a certified SDVOSB under the applicable NAICS code and qualifies as a similarly situated entity, will the subcontractor’s performance costs be excluded from the amount considered subcontracted to non-similarly situated entities for purposes of the limitation on subcontracting?

The SDVOSB prime may satisfy the SOW Section 5 staffing requirement (two technicians onsite, one week/month for 12 months) using a subcontractor's technicians, provided the arrangement complies with VAAR 852.219-75. If the subcontractor is a certified SDVOSB under NAICS 811310 and thus qualifies as "similarly situated" (per VAAR 852.219-73(d)(5) and 13 CFR 125.1/125.6), its performance costs are excluded from the non-similarly-situated bucket entirely — they don't count against the 50% limitation.

· Technical Capability: May the prime contractor rely upon and include the qualifications, technical capabilities, equipment experience, and personnel qualifications of its proposed subcontractor/similarly situated SDVOSB in demonstrating compliance with the Technical Capability factor? Yes. The prime may rely on and include its similarly situated SDVOSB subcontractor's qualifications, technical capabilities, equipment experience, and personnel qualifications to demonstrate compliance with the Technical Capability factor. Nothing in Section E.2 limits the demonstration to the prime's own personnel or experience, and since the subcontractor's performance counts as the prime's own for limitation-on-subcontracting purposes (VAAR 852.219-73(d)(5)), its capabilities may likewise be credited toward the technical evaluation — provided the proposal clearly identifies which work is performed by each party and confirms the subcontractor's SDVOSB certification.

· Technician Employment: The SOW requires two qualified service technicians onsite for one week per month. Are those technicians permitted to be employees of an identified subcontractor/team member rather than direct employees of the prime contractor? Yes. SOW Section 5 requires the prime to provide two qualified service technicians onsite one week per month for 12 months, but it does not require those technicians to be direct employees of the prime. They may be employees of an identified subcontractor or team member, provided the arrangement complies with the limitation on subcontracting under VAAR 852.219-75, and the prime remains contractually responsible for performance, invoicing, and compliance under the resulting contract.

· Technician Qualifications: Please clarify what minimum qualifications, certifications, manufacturer training, licenses, or years of experience are required for a technician to be considered “qualified” under this requirement. If the company has a good track record and is certified and guarantees the work done by their technicians That will qualify.

· OEM Requirements: Is the contractor required to be an authorized service provider, distributor, or OEM-certified technician for any of the listed manufacturers, including Pellerin Milnor, Chicago Dryer Company, Gardner Machinery, Parker Boiler, Atlas Copco, Thermal Engineering of Arizona, E-Tech, Energenics, or Consolidated Dryer Company? As long as the company sends mechanics that are certified through the company, that will qualify.

· Repair Labor: Is corrective/repair labor discovered during the scheduled monthly preventive-maintenance visits included within the firm-fixed monthly price, or will repairs outside routine preventive maintenance be separately authorized and compensated? PMs are to be included repairs can be added to a separate CLIN on the contract.

· Repair Parts: The SOW states that the facility is responsible for purchasing repair parts as needed. Please confirm that the contractor is not expected to include the cost of replacement/repair parts in its monthly firm-fixed price. The facility will be responsible for parts.

· Additional Visits: If equipment requires service or repair outside the scheduled one-week monthly onsite period, is the contractor required to provide additional onsite service under the monthly firm-fixed price? If so, is there a required response time for unscheduled/emergency service? There will be a repair line added to the contract.

· Hours/Staffing: Does the requirement for two technicians onsite for one week (five days) per month mean both technicians must be onsite simultaneously for the full five-day period during the stated 8:00 AM–5:00 PM normal working hours? Yes, both must be here.

· Equipment Condition: Are all pieces of equipment identified in the SOW currently operational? If not, will the Government identify equipment currently out of service or requiring known corrective repairs prior to quote submission? Most of the equipment is operation, and the nonoperational equipment will be noted.

· Service History: Can the Government provide the most recent preventive-maintenance/service records, known deficiencies, or repair history for the listed equipment to assist offerors in developing accurate pricing? Yes, we can provide a list.

· Site Visit: Is attendance at the September 28, 2026, site visit mandatory for quote eligibility, or is attendance optional? The Site visit is optional, however, may be beneficial to vendors.

· Past Performance: Is past performance required as part of the quote? If so, may relevant past performance of a proposed subcontractor/similarly situated SDVOSB be submitted and considered? No, not listed in the “Instructions to Quoters” section of the solicitation.

· Contract Period: The pricing schedule lists a base period of September 22, 2026, through September 21, 2027. Since the solicitation was issued September 22 and quotes are due September 30, will the Government revise the anticipated period of performance/start date at award? The contract period will be adjusted to current dates once a vendor selection has been made and the Government is ready to award.
