About this file

This is Amendment II to an Invitation for Bid (IFB-3160008062) issued by the Mississippi Department of Public Safety for forensic testing services to be provided to the Mississippi Forensic Laboratory (MSFL). The amendment modifies vendor requirements and specifications originally outlined in the IFB. Key services requested include postmortem toxicology testing (basic, expanded, and expert panels for blood, urine, and tissue), drug-impaired driving testing, drug-facilitated sexual assault testing, designer drug and novel psychoactive substance screening, heavy metals testing, and expert toxicologist services including depositions, testimony, and case reviews. Vendors must maintain ANAB ISO 17025:2017 accreditation in seized drugs analysis and DEA licensure, with demonstrated capacity to process a minimum of 2,500 drug identification exhibits monthly or 30,000 annually. The amendment requires vendors to employ multiple full-time ABFT board-certified toxicologists with active professional organization membership working on-site at least 90 percent of the time. The bid submission deadline is July 28, 2026 at 10:00 A.M. CST, with bids submitted to the Mississippi Department of Public Safety, 209 Allen Stuart Drive, Pearl, MS 39208.

Amendment II removes certain optional contract clauses related to copyrights and indemnification from the original IFB and clarifies that vendors need not employ all instrumentation types listed provided testing requirements are met, and may provide the vast majority of compounds across specified lists. The amendment also modifies requirements for a 24/7 hotline or on-call contact for public health and safety emergencies. All pricing must include associated costs with no additional or hidden fees. Bidders must acknowledge receipt of all amendments and submit the signed acknowledgment with their bid. Vendors selected for award must comply with all terms, certifications, and performance standards outlined in the IFB. Contact information for questions is provided: Britney Wesley (601-987-1407, bjwesley@dps.ms.gov) or Sonya Williams (601-987-1467, sonya.williams@dps.ms.gov).
