About this file

This is an Amendment to an Invitation for Bid issued by the South Carolina Public Employee Benefit Authority (PEBA) for print and distribution services of the Benefits Advantage Newsletter. The solicitation (number 5400023272) was issued on May 19, 2022, with an offer deadline of May 27, 2022, at 11:00 AM EST. Questions from offerors were required to be received by May 17, 2022, at 5:00 PM EST. The award was scheduled to be posted on June 02, 2022. Bids must be submitted online through the South Carolina procurement website. There is no pre-bid conference or site visit required. Offerors are required to acknowledge receipt of this amendment and hold their offers open for a minimum of 60 calendar days after the opening date. The procurement officer is Susan Mondier, contactable at 803-737-2804 or smondier@peba.sc.gov.

The amendment addresses printing specifications and clarifies that PEBA will issue the exact quantity of newsletters prior to printing. An offeror inquired about substituting 40 lb 80 bright sheet paper for the currently specified 60 lb offset paper, citing significant price increases in the offset market (up 100% since the previous year) and potential savings of $10,000 with the alternative material. The State declined this request and confirmed it is not considering a change to the specifications at this time. Offerors claiming in-state vendor preferences must provide an in-state office address and must carefully review South Carolina Code Section 11-35-1524 regarding preference qualifications. Prompt payment discounts may be available but must be specified by the offeror.

Add under Printing specifications on page 14 of the solicitation 5400023272 document:

PEBA will issue exact quantity of newsletters prior to printing.

Question 1: I want to bring to your attention that the offset market has seen a huge increase in price since you last printed. One large mill decided to exit the market at the beginning of the year and the price spiked 63% the next day. In total, 60 lb offset is up 100% since last summer. Offset pricing is crushing printing budgets across the country.

We have been working with our offset customers to switch to a 40 lb 80 bright sheet. It’s a solid sheet and I think would work will for your publication. I did a quick bid on both sheets and the 40 lb 80 bright would be $10,000 less than using the 60 lb offset today. We would be happy to work with you on looking at this option, including sending samples and providing pricing on this option.

State’s Response: The state is not considering a change at this time.
