About this file
This is Amendment 6 to a Request for Proposal issued by the State of South Carolina, Department of State Affairs (SFAA), Division of Procurement Services, on behalf of the South Carolina Department of Motor Vehicles for Central Issuance of Credentials. The amendment modifies key submission deadlines and clarifies requirements for sample card production. The original offer submission deadline of April 17, 2023 has been extended to June 15, 2023 at 11:00 AM, and the question submission deadline has been moved from February 16, 2023 to May 1, 2023 at 8:00 AM. A non-mandatory pre-proposal conference and site visit is scheduled for February 15, 2023 at 9:00 AM at 10311 Wilson Boulevard, Blythewood, South Carolina. Award notification is expected on August 1, 2023. Offerors must submit one online submission and one redacted copy online, consisting of separate technical and business proposals with corresponding redacted versions. The solicitation requires offerors to use data from Appendix C, including portrait and signature images, to produce sample cards for evaluation purposes. All offers must remain open for a minimum of 120 calendar days after the opening date, and offerors must acknowledge receipt of amendments by indicating amendment number and date on Page Two.
The amendment contains question-and-answer clarifications addressing sample card production requirements and end-user definitions. "End Users" are identified as front office operators, typically Titling and Licensing Specialists (TLS) who take photos and verify credentials before printing, with potential shared responsibilities in busier offices. Offerors must obtain a South Carolina Vendor Number and provide complete contact information including home office address, notice address, payment address, and order address. The solicitation allows offerors to claim applicable in-state preferences under South Carolina Code Section 11-35-1524, provided they have an in-state office and meet qualification requirements. No specific pricing information, set-asides, incumbent vendor details, or contract term duration are detailed in this amendment document.

ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS:
Responses to Written Questions Received:
SAP
1. Question- Is SCDMV instructing that bidders are to use the cardholder data rekeyed from the samples in Appendix B, combined with the portrait and signature from Appendix C to produce samples cards?
Agency Response: Offerors must not use the information located in Appendix B. Offerors shall use the data in Appendix C to produce sample cards.
2. Question- Or should bidders use the entire data set from Appendix C, including portrait and signature for sample card production?
Agency Response: Offerors shall use the data from Appendix C to produce card samples.
3. Question - Regarding response to Question 9 (page 5), line item 5. End User logs into current vendor's platform to review information”. Are these “End Users” referred to “front office operators or back officer reviewers?”
Agency Response: “End Users” are considered front office operators for our current system. Typically, the person that took the photo would also be the Titling and Licensing Specialist (TLS) that verifies before printing the credential. In busier offices this responsibility may be shared with an additional TLS.
