About this file

This is Amendment 4 to Request for Proposals 2026-0400-0285 issued by the Alaska Permanent Fund Corporation (APFC), a division of the Alaska Department of Revenue, for comprehensive communications support services. The amendment addresses questions submitted by potential offerors regarding proposal submission guidelines. The RFP solicits an integrated communications partner to provide strategic communications planning, public affairs, stakeholder engagement, brand development, publication production, digital content management, media relations, crisis communications, and event support. A primary deliverable is the FY2026 Annual Report, a statutorily mandated 50-70 page publication celebrating the Fund's 50th anniversary with a due date of September 16, 2026. A pre-proposal teleconference is scheduled for 10:00 AM Alaska Time on April 20, 2026. Proposals are due no later than 2:00 PM prevailing Alaska Standard Time on May 5, 2026, submitted electronically to procurement@apfc.org. Contract award is anticipated on June 1, 2026, with an initial contract term of approximately two years through May 31, 2028, and two additional two-year renewal options available at APFC's discretion.

Amendment 4 specifically clarifies that offerors may include links within their proposals and these links will not count toward the five-page section limit; however, the evaluation committee is not obligated to review any submitted links. Qualified offerors must demonstrate a minimum of five years of prior experience in communications support services and evidence of two comparable engagements within the past five years. The RFP requires hourly rates for nine distinct position categories and flat monthly rates for social media, digital content management, media monitoring, and web maintenance services. APFC has established an estimated budget of $500,000 for the first two-year term, with proposals exceeding this amount deemed non-responsive. Price increases during optional renewal periods are capped at three percent annually. Set-aside considerations include eligibility for Alaska Bidder Preference and Alaska Veteran Preference, both requiring a valid Alaska business license prior to the proposal deadline. All work must be performed in the United States, and contract execution is contingent upon legislative appropriation and approval by the Commissioner of the Department of Revenue.

Questions submitted by potential offerors and answers from the state:

Question 1: Can we use links as samples of work, or when talking about our creative execution? The opened link wouldn’t count toward the five-page section limit, correct?

Answer: You may include links within your proposal and they will not count toward the page limit. The evaluation committee is not obligated to review any submitted links.
