About this file

This document is Amendment Four to the Invitation for Bids for the Comprehensive Landscaping Services for Annapolis Public Buildings and Grounds contract, issued by the State of Maryland Department of General Services. The amendment changes the bid due date from February 24th to March 7th at 2:00 p.m. and includes pre-bid meeting minutes and Q&A. The contract is for comprehensive landscaping services for Annapolis public buildings and grounds, covering Anne Arundel County and the City of Annapolis. The solicitation includes a 35% Minority Business Enterprise (MBE) participation goal, with MBE primes able to self-perform up to 17.5% of the goal. Certain MBE forms are required at the time of bid, with additional forms due within 10 business days of being deemed the apparent low bidder. The contract does not include mowing, and the awarded vendor will not have access to on-site storage.

Regarding pricing, the State does not disclose the budget for this contract. This will be the first comprehensive landscaping contract, as previously the locations had individual small contracts. There are no time or day constraints, but the vendor must coordinate with the contract monitor and check the Annapolis website for any events or restrictions that could impact the work. The awarded vendor and contract monitor will collaborate to establish any schedules or timelines for the work.

Questions and Answers

Q: Why was the contract not awarded previously?

A: There was an SBR requirement placed on the previous solicitation that limited the number of responses.

Q: Will the State accept NGICP certifications in lieu of the required State of Maryland certifications?

A: No, we will not accept the NGICP certifications.

Q: Will these be new or refurbished designs?

A: DGS expects the property to have one consistent look.

Q: Is there mowing in the contract?

A: No, mowing is not a part of this solicitation.

Q: Will there be provisions for parking and access to buildings and grounds?

A: There will be coordination with the contract monitor but there are some buildings and garages that the vendor will not have access to.

Q: What is the budget?

A: We do not disclose the budget.

Q: Will vendor be given on-site storage?

A: No, there is no place for storage on the grounds.

Q: Are there any time or day constraints?

A: Please check with the contract monitor and also check Annapolis website for events and/or restrictions that would limit or prevent work from being performed. (https://www.visitannapolis.org/events/) Q: Do the MBE requirements remain the same for non-profits?

A: Non-profits are not considered an MBE.

Q: If my business is an MBE, what percentage of the goal can I perform?

A: Your company can perform up to 50% of the MBE goal. The goal on this project is 35%, thus the MBE prime can perform up to 17.5%.

Q: Please explain which documents must be submitted with the bid and how long after the bid opening do I have to submit the other forms?

A: At the time of bid, MBE form D-1A is required. After your company has been deemed the apparent low bidder by the Procurement Officer, forms D-2, D-3A and D-3B (MBE prime only) must be submitted within ten (10) business days.

Q: What proof do you need of outreach efforts?

A: The information is listed on MBE form D-2 Q: Is there a time frame for work to be completed? Is there a schedule of when to perform work?

A: Any time frames will be a collaborative effort between the awarded vendor and the contract monitor.

Q: Can you supply the previous contract within the last three (3) years?

A: This will be the first comprehensive landscaping contract so we, unfortunately, do not have a contract to reference. Each location had its own small contract.
