About this file

This is an amendment to a previous solicitation modifying requirements for an air compressor and desiccant unit procurement. The Department of Veterans Affairs' Network Contracting Office in Indianapolis is seeking supply and delivery of an oil-free rotary screw air compressor system with a 120-gallon horizontal receiver tank for use at the Richard L. Roudebush VA Medical Center. The procurement specifies a 25 horsepower compressor with variable speed and gear drive capabilities delivering 117.6 cubic feet per minute at 125 pounds per square inch gauge, modeled on the Quincy QGDV series with a Q-Control Touch Controller for performance monitoring and maintenance status tracking. The compressor and receiver must be factory-mounted as a single package with 125 psig working pressure and include authorized factory startup inspection and services to qualify for extended Quincy True Blue warranty coverage.

The solicitation number is 36C25026Q1017, with a response deadline of September 18, 2026 at 12:00 PM Eastern Time. The product service code is 4310 (Compressors), and the NAICS code is 333912. Delivery shall be to the VA Medical Center's shops dock in Indianapolis with VA personnel responsible for transport, installation, plumbing, and electrical connections; the supplier is responsible only for supply, delivery, offloading, and factory startup services. This is a single compressor procurement intended for general shops and control system air supply applications. The contracting office point of contact is Joseph Cogswell at joseph.cogswell@va.gov. Prime contractors may utilize authorized local Quincy distributors provided Quincy furnishes the warranty.

DESCRIPTION

1. Can you please confirm with the client for the compressor do they want oil free rotary screw? Or oil flooded rotary screw?

Normally you see desiccant dryers with oil free applications but wanted to confirm with you.

Answer: Oil free screw type

1. Is the requested compressor intended to be a current Quincy model, a legacy Quincy model, or a brand neutral performance specification?

Answer: Brand neutral

1. The current Quincy QGSV 25 is variable speed and direct drive, and its current public table lists 125.1 cubic feet per minute at 100 pounds per square inch gauge. The current QGD 25 is gear driven and fixed speed, and its current public table lists 109.8 cubic feet per minute at 125 pounds per square inch gauge. What exact current model or combination satisfies variable speed, gear drive, 25 horsepower, and 117.6 cubic feet per minute at 125 pounds per square inch gauge?

Answer: The model selected should be as close to matching Quincy QGDV series unit

1. Is a current Original Equipment Manufacturer controller accepted if the named Q Control Touch controller is unavailable on the compliant 25 horsepower model.

Answer: No we want the Q-Control Touch Controller as a way to monitor compressors performance and maintenance status

1. Must the compressor and 120 gallon horizontal receiver be factory mounted as one package?

Answer: Yes

1. Please identify the required discharge connection, working pressure, relief setting, air quality, ambient conditions, altitude, ventilation, maximum sound level, electrical full load current, disconnect, starter, dryer dew point, filter grades, pressure drop, separator drain, condensate treatment, and any installation boundary.

Answer: Air compressor to be used in Indianapolis. This is for supply and delivery-not installation. 125 psig working pressure, discharge connection shall be standard for Quincy QGVD-25 unit. Use Quincy specs for the remainder of your questions.

1. Does factory startup include electrical energization, piping, anchoring, configuration, testing, training, and a written startup report, or only an authorized technician visit after Government installation?

Answer :Authorized start up shall be sufficient to obtain extended warranty per Quincy True Blue requirements

1. What delivery date, site access, receiving, inside delivery, rigging, offload, acceptance, and invoice timing apply?

Answer: Supplier will deliver and off load to Shops dock at the VAMC, Indianapolis. VA forces will move from dock and install.

1. May Sentiq remain the prime and seller of record while an authorized local Quincy distributor supplies, delivers, starts, and services the package?

Answer: Yes so long as Quincy provides the warranty

1. What is the intended usage of the system? Medical Air, Instrument Air, Compressed Air, etc.

Answer: General shops and control system air supply

1. Is this a single compressor, or should it be duplexed?

Answer: Single compressor

1. Is this material and parts only, or does this include installation? This includes factory startup which makes it seem like we are supposed to provide installation.

Answer: VA will receive and transport from dock to use site. VA personnel will plumb, connect electricity to compressor. Factory start up will be to inspect, start and provide services as required to make unit eligible for extended warranty
